Job description

Sousla responsabilité de la directrice du Service des finances et de la trésorière,la personne gère l’ensemble des activités liées à la comptabilisation de toutesles opérations financières de la Ville conformément aux normes et pratiquescomptables en vigueur. Elle exerce un leadership en fournissant uneexpertise-conseil en matière de comptabilité municipale. Elle veille égalementà seconder la directrice et trésorière dans l’accomplissement de ses fonctionsdévolues aux termes des lois régissant le document municipal.

Principale tâches et responsabilités

  • Déterminer, en collaborationavec sa supérieure, les orientations, les objectifs, ainsi que les priorités duservice en fonctions des orientations de la Ville;
  • Assurer un suivi quant àl’élaboration et la mise en œuvre de méthodes et de procédures afin d’assurerl’enregistrement approprié et le contrôle de l’ensemble des opérationsfinancières;
  • S’assurer de documenter et demaintenir à jour un système comptable en conformité avec les normes comptables applicables à la comptabilité des organismes publics (MAMH) et le Conseil sur comptabilitédans le secteur public (CCSP);
  • Participer au développement, àl’évolution et à la validation des différents modules des systèmes financiersutilisés par le service;
  • Élaborer et recommanderdiverses procédures pour aider au bon fonctionnement de l’organisation;
  • S’assurer de la gestion dupersonnel de la comptabilité et coordonner leurs activités en conformité avecla mission, les valeurs et objectifs du Service des finances et del’organisation;
  • Participer à la sélection, àl’évaluation et à la formation du personnel en veillant à créer un environnementpropice au développement de leurs compétences professionnelles;
  • Offrir une assistance techniquepour les progiciels financiers et agir à titre d’administrateur du systèmefinancier;
  • Veiller à la qualité desservices offerts par son équipe, tout en mobilisant son personnel sous sa responsabilité,ainsi qu’en assurant l’efficacité et le rendement dans son secteur.

Profil recherché Formation

  • Détenir un baccalauréat en sciences comptables ou en administration (option comptabilité).
  • Expérience

  • Expérience minimale de 5 années dans un poste similaire ;
  • Expériences en gestion de personnel syndiqué ;
  • Expérience dans le secteur municipal ;
  • Bonne connaissance de la fiscalité municipale, des normes comptables et des lois et règlements applicables du secteur public (Loi des cités et villes et autres) ;
  • Bonne connaissance du Manuel de présentation de l’information financière MAMH ;
  • Bonne connaissance de l’agenda du trésorier COMAQ ;
  • Maîtrise de la langue française parlée et écrite ;
  • Maîtrise des outils de la suite Office.

    SUMMARY

    Under the responsibility of the Director of Finance and theTreasurer, the candidate manages all activities related to the accounting ofall the city's financial operations in accordance with current accountingstandards and practices. He or she exercises leadership by providing consultingexpertise in municipal accounting. He or she also ensures that they support theDirector and the Treasurer in carrying out their duties assigned under the lawsgoverning the municipal document.

    RESPONSIBILITIES

  • Determine, in collaboration with your superior, theobjectives and priorities of the service based on the city's orientations.
  • Ensure follow-up on the development and implementation ofmethods and procedures to ensure the appropriate recording and control of allfinancial transactions.
  • Ensure that an accounting system is documented andmaintained in compliance with the accounting standards applicable to theaccounting of public bodies (MAMH) and the Public Sector Accounting Board(PSAB).
  • Participate in the development, evolution, and validation ofthe different modules of the financial systems used.
  • Develop and recommend various procedures to help theorganization function properly.
  • Ensure the management of accounting staff and coordinatetheir activities in accordance with the mission, values and objectives of theFinance department and the organization.
  • Participate in the selection, evaluation, and training ofstaff, ensuring an environment conducive to the development of theirprofessional skills.
  • Provide technical assistance for financial software packagesand act as an administrator of the financial system.
  • Ensure the quality of the services offered by your team,while mobilizing your staff under your responsibility, as well as ensuringefficiency and performance in your sector.
  • REQUIREMENTS

    Training

  • Hold a bachelor’s degree in accounting or administration(accounting option).
  • Experience

  • Minimum of 5 years’ experience in a similar position.
  • Experience in managing unionized personnel.
  • Experience in the municipal sector.
  • Good knowledge of municipal taxation, accounting standardsand applicable public sector laws and regulations (the laws concerning citiesand towns and others).
  • Good knowledge of the MAMH financial information presentationmanual.
  • Good knowledge of the COMAQ treasurer’s agenda.
  • Mastery of the spoken and written French language.
  • Mastery of the Office suite.
