The Opportunity
Due to circumstances beyond control, Swift Current is seeking a highly skilled and experienced individual for the position of Chief Administrative Officer (CAO). The CAO will be responsible for strategic leadership and the efficient delivery of all municipal administrative and operational services. As the key advisor to City Council, the CAO will work closely with elected officials to develop and implement operational plans, coordinate services supporting strategic priorities, recommend policies, ensure fiscal responsibility, and promote growth and resource optimization.
The successful candidate will lead a diverse senior leadership team in a complex, multi-unionized environment, fostering a workplace culture focused on service excellence, innovation, and teamwork. They will position the city as an employer of choice.
Leadership Traits and Competencies
Ideal candidates will have experience as a senior municipal leader with a proven track record of building strong relationships, delivering results, and achieving accomplishments. Experience in labor relations, collective bargaining, and conflict management within a union environment is essential. Candidates should possess exceptional communication skills, political and financial acumen, emotional intelligence, creativity, and innovation. The ability to interact tactfully with diverse stakeholders, build partnerships, delegate effectively, and operate transparently with high ethical standards is crucial. Strong strategic thinking, decision-making, staff empowerment, and team development skills are also required.
Qualifications
A bachelor's degree in public administration, business administration, or a related field is required. Candidates should have at least ten (10) years of progressive municipal responsibility, including personnel management in a unionized environment and high-level operational experience. Proficiency with MS Office Suite and related technology is necessary. Knowledge of the Cities Act, Saskatchewan Labour Standards, and applicable legislation is essential. Leadership training and local government certification are assets. A valid Saskatchewan driver’s license and access to a reliable vehicle are required. Completion of Respect Group Training and a criminal record check are mandatory upon hire.
