Supply Ontario is a new centralized procurement agency that was formed in 2020 that will enable a whole-of government approach to purchasing goods and services. Our mandate is to strengthen supply chain management and procurement across the public sector, ensuring that Ontario ministries, provincial agencies, hospitals, school boards, children's aid societies and more have access to high-quality, timely, reliable products at the best value.The Enterprise IT Services team is looking for Fee-for-Service (FFS) resources to assist in standing up and maturing our IT capabilities, directly supporting the strategic vision and expected outcomes for our organization.Role Overview :
The Senior Enterprise Architect is responsible for managing a set of tasks and techniques used to work as a liaison among various stakeholders in order to understand the structure, policies, and operations of Supply Ontario, and to recommend technical / business solutions that will enable the organization to achieve its goals.As the lead for the Technology Review Board (TRB), you will play a key role in integrating emerging technologies and ensuring that IT initiatives align with Supply Ontario's strategic objectives. This includes developing and refining the TRB to align with Supply Ontario's initiatives, ensuring it effectively supports projects, technology governance, and organizational due diligence.Key Responsibilities :
1. Technology Review Board (TRB) Leadership
Develop and refine the TRB framework to align with Supply Ontario's initiatives, supporting projects and ensuring proper due diligence.Lead TRB committee with other TRB members to ensure alignment of projects with the agency's strategic goals and objectives.Provide project approvals and collaborate with project team and sponsors on required governance / architecture.Author architectural documentation to help project teams assess architecture and improve and develop their processes.Inform various stakeholders about any issues and recommendations with the current technical solutions being implemented.Expert understanding of Cloud, PaaS and SaaS based architecture with ability to adopt and relate new technologies to the set of problems.Assure quality security and compliance requirements are met.Ensure project blueprints as well as high level and detailed technical design align with the business strategy and objectives.2. Architectural Leadership
Own the overall technology and architecture blueprint of the Supply Ontario from solutioning to the delivery phases.Work with Enterprise Technology, Digital and Data teams in developing the technology strategies and roadmaps.Analyze highly complex business requirements; generate technical specifications or redesign complex components and applications.Architecture, design and develops due diligence to confirm the developed solution complies aligns with architectural design.Leverage industry best practices to design, test, implement and support a solution.Create designs and reference architectures.Play an architect's role from defining the overall solution and technical architecture to working closely with project teams to deliver solutions successfully.Provide architecture leadership and technical domain expertise to project teams.Work with the vendors to assess vendor products, understand vendor's delivery models.3. IT Governance Support
Refine IT Governance Framework and ProcessesCreate Architecture Templates including EA SOW, EA Decision Matrix, Enterprise Architecture DocumentationTrack and develop performance metrics to support continuous improvement of the architecture governance framework.Reduce technical debt and continuously seek opportunities to optimize as best practices and standards are established.Contribute to the development of architecture governance structures, methodologies and compliance activities.Identify, define and implement reusable assets and standards.Ensure relevant technical strategies, policies, standards, and practices are applied correctly across Technology programs / projects and products.Guide others in resolving significant issues in architecture and solves complex, escalated aspects of a project.4. Stakeholder Management and Communication
Stakeholder management with strong communication skills (both written and oral) with abilities to present to both technical and non-technical audiences.Present to IT Governance Committee, Project Steering and work with IT leadership on priority initiatives for executive leadership.Act as a bridge between technical and business audiences during solution planning, development and deployment.Represent the technical team in senior leadership meetings and effectively convey technical terms and strategy to business and IT executives.Collaborate and consult with the architecture team on project architectures being developed / adopted by Supply OntarioProvides coaching, mentoring and support to project teams during the delivery phase across the eco-system, frameworks and platforms.Socialize with larger audiences using reporting, real-time dashboards, and hosting education sessions.Be flexible and thrive in an evolving environment.Maintains ongoing dialogue and builds trusted relationships with stakeholders to educate them on the purpose and benefits of the right architecture for the solution.Understanding of business and organizational strategy.General Skills

Bachelor's Degree or equivalent in Engineering, Computer Science, IT, Mathematics, Economics.10+ years overall IT industry experience, with 5+ years in a technical architect role using service and hosting solutions such as private / public cloud IaaS, PaaS and SaaS platforms.Experience with managing SaaS Vendors in ensuring compliance to EA technology and security standards.Experience with integration practices and methods including integration brokers, APIs, webservices, JSON, XMLExperience with commercial software applications such as CRM and ERP systemsExperience in architecting and designing technical solutions for Microsoft-centric solutions based on industry standards using (Azure) IaaS, PaaS and SaaS capabilities.Achieved one or more of the typical solution and technical architecture certifications e.g. Microsoft, MS Azure Certification, TOGAF, AWS Cloud Certified, Pivotal, CISSIP, Zachman, ITIL, Cisco, (ISC)2, CEH, SAFe, PMI, and SAP etc.Claims-based authentication (SAML / OAuth / OIDC), MFA, JIT, and / or RBAC / Ping etc.Architecting Mission critical technology components with DR capabilities.One or more programming and scripting languages such as JavaScript, PowerShell, Bash, SQL, .NET, Java, Python, PHP, Ruby, PERL, C++, etc. .NET and related Microsoft technology skills are preferred.Additional Terms
