Main Purpose & Function
Under the guidance and direction of a Senior Engineer or Branch Manager, the CE I represents the Traffic and Data Management Branch (TDM) by providing advice/recommendations for Special Events and reviewing and approving curbside patios and managing associated guidelines. This position may also support Senior Engineers in the branch to review, accept and design traffic plans; provide advice related to traffic management; develop and review traffic sign plans and signal timing plans; support the City’s Vision Zero safety program; make recommendations for long-term planning and coordination of construction and developments; and review permit applications and routing of over dimensioned vehicles. This position is also required to staff the EOC during planned or emergent activations.
This position reports to the Senior Engineer (CEII) or the Branch Manager in TDM. This position may be responsible for a small team of highly technical staff that review, accept, and design traffic plans; that monitor traffic impacts in the field; that review safety of traffic control setups for City crews.
Key contacts include staff in all other Transportation Branches (Transportation Design, Transportation Planning, Community Transportation, and Transit Integration), Street Use Management, Film and Special Events, Street Activities, Operational Branches, Park Board, and TransLink.
Specific Duties & Responsibilities
- Acts as TDM’s representative for discussions on special events and planned activities that have traffic impacts on arterial streets
- Review and provide engineering oversight of curbside patio implementations
- Provide technical leadership and input into the curbside patio design guidelines
- Supervises and coordinates the development of Traffic Management Plans for FIFA Host City events
- Responsible for the implement the Traffic Management Plans for FIFA Host City events
- Oversees and develops traffic monitoring program for FIFA Host City Events.
- Oversees technical staff related to City events with traffic impacts, monitoring and safety of traffic control setups
- Prepares reports (memos, Council reports, etc.) and delivers formal presentations
- Communicates directly with the public and resolve cases developed by the City’s 3-1-1 call centre
- Develops strategies to inform the public about significant events including deployment of changeable message signs, liaising with communications on special media releases and updating electronic resources such as the Road Ahead
- Liaises with internal and external partners and agencies to coordinate major construction events of partner agencies(including Port Metro Vancouver and TransLink, Ministry of Transportation and Infrastructure among others)
- Reviews traffic control plans for conformance to City, Provincial, and Federal standards, policies, and practices, and provides recommendations to minimise traffic impacts
- Develops and reviews geometric designs and plans for traffic control devices, for traffic safety measures, and signal timing plans
- Assist in responding to unplanned events that involve traffic disruption including potential for deployment the Emergency Operations Centre for larger events
- Represents the Traffic Management position during Emergency Operations Centre activations
- Other duties/responsibilities as assigned
Qualifications
Education and Experience:
- Bachelor's Degree in Civil Engineering, preferably with a focus in Transportation or eligibility to register as a professional engineer with EGBC
- Previous education and/or experience with developing or reviewing construction traffic management plans and working with contractors, third party agencies and other City departments to coordinate construction activities
Knowledge, Skills and Abilities:
- Working knowledge of transportation engineering principles and techniques including traffic management plans for construction
- Working knowledge of traffic management principles for emergency response
- Working knowledge of the City's transportation policies
- Demonstrated ability working with data analysis tools
- Demonstrated ability to work well in a dynamic team environment with little supervision
- Ability to build and maintain effective relationships with co-workers, stakeholders and external transportation partners
- Strong analytical skills
- Strong written/verbal communication skills and ability to speak and present in public
