General Accountability

Responsible for leading the design, development, alignment, and implementation of information technology (IT) and data office strategies to support the delivery of the corporation’s business objectives. Acts as an enabler of modern technology estate capabilities to support corporate and business strategies and business outcome priorities. Collaborates with each division to ensure IT and data office investments support the achievement of balanced scorecard targets, anticipate future business opportunities, and address strategic priorities. Oversees the maturation of the Data Office and the execution of strategies that enable integrated, automated advancement of data and analytics capabiliites that enable business priorities.

As an active member of the Executive Leadership Team (ELT), contributes to the organization by collaboratively establishing the corporate purpose and business strategies, setting corporate goals and priorities as well as growing and maintaining senior stakeholder relationships with employees, vendors, industry leaders and the Saskatchewan government ecosystem.

Key Accountabilities

Strategic Executive Leadership

  • Collaboratively, as part of the ELT, develops short- and long-term strategic direction of the corporation.

  • Establishes short- and long-term goals to achieve strategies and integrate into the division and the organization and ensures programs and policies align with corporate, strategic and divisional strategies, Board of Directors, CIC and/or government policy.

  • Works collaboratively and acts as ELT sponsor on cross-divisional priorities, collaboratively makes decisions on current and future initiatives with a corporate lens while ensuring an SGI First approach.

  • Demonstrates a deep understanding of Crown governance structure, principles and regulatory requirements and stays informed of shareholder goals and expectations to ensure consideration and alignment in the development and implementation of SGI strategy, programs and policies.

  • Works collaboratively to establish strong direction on budget, FTE and expense management to ensure long-term success of the corporation.

  • Manages the commitments and resourcing requirements to deliver on the organization’s goals and strategies.

  • Responsible for organizational succession readiness and actively manages and ensures progressive movement in employees’ growth and development and forward thinking.

  • Partners with executive and senior leadership in the development of customer strategies and champions a customer-centric philosophy and effort throughout the organization.

  • Leads, directs and monitors change management strategies/plans to support and align to divisional and corporate strategies and to gain acceptance of divisional strategies by other business areas and partners.

  • Manages risk in area of authority and participates on the Risk Management Steering Committee to support the establishment and mitigation of enterprise risk management framework.

  • Approves and oversees divisional budget and collaborates on the corporate budget and financial strategies.

  • In collaboration with the CEO, submits, represents and tables financial and other strategic reports and requests to government and Cabinet.

  • Demonstrates commitment by embedding the value of safety in every level of the corporation and encourage the recognition that safety is everyone’s responsibility.

  • Leads and/or prepares, reviews and approves decision and information items for ELT, Board of Directors, Minister’s Office and Cabinet.

  • Establishes and maintains an effective system of internal controls to support reliable financial reporting and compliance in accordance with applicable laws and regulations within the span of control, and communicates the importance of internal controls to staff.

Corporate Technology and Data Office Enablement

  • Leads ongoing enhancements, evolution and roadmap of the technology estate, cyber security program and data office for the organization and ensures its integration with the corporate strategic planning process and resulting business strategy and plans.

  • Provides single point of coordination and executive oversight for all technology estate and data office initiatives.

  • Articulates the vision and latest industry developments in technology ecosystem capabilities with Executive and Senior Management to enable realization of digital insurer aspirations.

  • Ensures that the organization exploits technology investments and establishes technology partnerships to create a competitive edge for SGI.

  • Leads the development and long-term maturation of enterprise data office capabilities, ensuring the vision, roadmap and governance for data management, data architecture, quality, integration, and stewardship align with strategic goals.

  • Oversees the continuous evolution toward integrated, enterprise-wide data models and scalable analytics capabilities, enabling increasingly sophisticated data driven decision making and adapting to changing strategic priorities.

  • Oversees transformation programs and continual improvement of processes to deliver sustainable and responsive service to partners, customers, and employees.

  • Understands end users needs and preferences and ensures these are translated into intuitive, efficient technology solutions, working in collaboration with business and marketing partners to ensure alignment with the business strategy and corporate experience strategies.

  • Establishes a framework to monitor, analyze and regularly report performance metrics of the technology estate, ensuring realization of balanced scorecard metrics.

  • Develops strategic industry and technology partnerships enabling SGI to achieve corporate objectives.

  • Understands and anticipates competitor’s technological developments and recommends strategic opportunities.

Information Technology Strategy

  • Leads a team of experts to create and evolve end-to-end approaches to IT aligned with Corporate and Business Strategy objectives and goals.

  • Ensures SGI technology estate evolution is architected to enable business priorities and outcome delivery.

  • Ensures core IT systems and structure align to achieve corporate goals and objectives.

  • Identifies opportunities/risks for the appropriate and cost-effective investment of financial resources in IT systems/resources and approves, prioritizes, and recommends projects as they relate to the selection, acquisition, development, and installation of major IT systems.

  • Oversees the IT budget and provides a clear rationale for investments and impact on business outcome metrics.

  • Stays current with industry dynamics, how partners and competitors use technology, industry trends and issues, as well as current and emerging technologies in order to support the delivery of technology solutions that improve business outcomes.

Information Technology Development, Acquisition, Deployment & Support

  • Provides leadership of the information technology and data office division by overseeing portfolio delivery, day-to-day operations of technology applications and infrastructure, and delivery of reliable IT service support to enable business operations.

  • Ensures continuous improvement of business technology services.

  • Provides strategic oversight of IT security, cybersecurity frameworks, data protection, and incident response, in compliance with the Business Continuity Program framework as well as applicable regulations and industry standards.

  • Oversees third-party technology service delivery, including contract negotiation and vendor management.

  • Oversees management of the lifecycle of IT assets according to established standards and policies and ensure tech debt targets are achieved.

  • Oversees and ensures alignment of human resource capacity and skillset requirements for current and emerging technology estate components.

Change Management

  • Ensures the development and execution of change management strategies to support and align to the corporate, business and IT strategies, and recommends changes to processes, procedures and systems as required to enable business outcome delivery.

  • Leads, directs, and influences evolution to a continuous improvement operating model in IT and across SGI where appropriate.

  • Establishes and drives customer-centricity in decision-making and delivery in IT.

People Leadership

  • Builds a high-performingthe evolution toward a continuous-improvement operating model in IT and across SGI, workforce by actively leading human resource activities.

  • Ensures development of corporate and divisional succession plans.

  • Builds a culture of leadership and accountability to effectively deliver on strategic and corporate strategies, ensuring integration with employee performance development and career development plans.

  • Drives performance through team members and is committed to leadership development across the company, supporting employees and workforce readiness through mentoring, training, and developmental opportunities.

Education and Experience

  • A Master’s degree from an accredited post-secondary educational institution in a relevant field of study, such as Business.

  • Twenty years of relevant experience in the insurance field or in a large digital space within business, including at least 13 years of progressively challenging leadership experience.

Knowledge, Skills and Abilities

  • Knowledge of strategy development.

  • Knowledge of digital technologies.

  • Knowledge in methodologies pertaining to research, customer experience, business process improvement, governance, and change management.

  • Knowledge of the trends, developments, improvements and innovation in IT, IT industry best practices and IT architectures and infrastructure.
