The Canadian Centre of Recovery Excellence (CoRE) is a new crown corporation established by the Alberta government and based in Calgary that empowers decision-makers with the best available information on what works and what does not work to support people with mental illness or addiction in their pursuit of recovery. CoRE advances its work through system level research and evaluation; comprehensive data and analytics; expert advice and clinical guidance; and leadership and collaboration to enable the best possible outcomes for Albertans. With objectivity and a commitment to real-world impact, CoRE informs government, healthcare communities, and global leaders toward effective recovery-oriented systems of care.
The Alberta Recovery Model is a framework for providing access to a continuum of services across four areas of prevention, intervention, treatment, and recovery. Recovery in addiction is a process of sustained action toward physical, social, and spiritual healing and wellness while consistently pursuing a substance-free life. Recovery from mental lllness can be described as achieving and maintaining remission and living a satisfying, hopeful, and contributing life, even when a person may be experiencing ongoing symptoms of a mental health problem or illness.
Reporting directly to the CEO, the Chief Information Officer will be responsible for driving CoRE’s data and information programs. Principal, the CIO will initially be tasked with leading the development of a system to compile, manage, link, and analyse complex data sets to be collected from various entities. Furthermore, the CIO will oversee data collection, analysis, and interpretation, developing data analytics strategies, ensuring data quality and governance, collaborating with other government departments or other third parties to integrate data insights, and driving initiatives to fulfil the CoRE's mandate. The CIO will also be accountable for CoRE’s cybersecurity, monitoring and safeguarding information assets as well initiating appropriate responses and recovery actions. For all aspects, the CIO will readily implement and apply industry standard metrics to continually evaluate data and system reliability.
The ideal candidate will have expertise in enterprise data solutions, analytics, artificial intelligence, and machine learning to generate new insights. They will possess the ability to develop, link, maintain, and refine data repositories, as well as a hold a comprehensive understanding of data governance. Ultimately, a proven expertise in the practical application of the management and analysis of complex data is essential. A demonstrated track record in health or mental health and addictions – or an adjacent field working with highly complex, nuanced data sets – is strongly preferred. Demonstrated experience and understanding of data protection and privacy is required.
