About the role

Le gestionnaire de la Santé et de la Sécurité est chargé de planifier, développer, coordonner et exécuter les aspects liés à la sécurité et à la santé au travail concernant le personnel, les matériaux, l’équipement et les environnements de travail.

Le de la Santé et Sécurité supervise la mise en œuvre et l’application de toutes les procédures liées aux exigences des programmes établis en santé et sécurité au travail pour toute l’entreprise. Il développe et s’assure de l’application du programme de santé et sécurité et du programme de formation mis en place pour les employés. Il effectue des audits internes en accord avec les procédures corporatives, les lois et règlements en Santé et Sécurité au travail. Le responsable SST met en place les actions nécessaires en vue d’améliorer le programme de Santé et Sécurité dans son entier.

Responsabilités  :

  • Gérer les ententes avec les cliniques professionnelles et le profilage des services, ainsi que le programme de surveillance médicale des employés (surveillance des matières dangereuses, surveillance respiratoire, indemnités des travailleurs et affectations temporaires).
  • Assurer l’accueil et l’intégration des nouveaux employés en veillant à la réalisation des diverses formations en matière de santé et sécurité.
  • Enquêter, rédiger des rapports et analyser les accidents et / ou incidents de travail, ainsi que les résultats d'inspections et d'audits, en identifiant les causes profondes et en proposant des améliorations.
  • Gérer toute crainte ou plainte concernant la santé et la sécurité au travail.
  • Faciliter l'évaluation des risques liés aux tâches et équipements, afin de mettre en œuvre des mesures préventives appropriées.
  • Coordonner la formation des travailleurs dans les domaines régis par OSHA, CNESST, DOT / Transport Canada, ainsi que par tout autre organisme provincial et fédéral.
  • Réviser tous les programmes de sécurité pour vérifier leur adéquation et conformité, tout en identifiant les opportunités d'amélioration.
  • Fournir une formation pratique et exceptionnelle sur des sujets critiques tels que les espaces confinés, le transport de marchandises dangereuses, les premiers secours, la RCP, ainsi que sur toute autre formation requise pour l'entreprise.
  • Recommander des mesures de santé et sécurité liées aux processus afin de réduire l'exposition des employés aux risques chimiques, physiques et biologiques sur le lieu de travail.
  • Mettre en œuvre et suivre les programmes d’inspection internes et externes de sécurité (gicleurs, extincteurs, alarmes, etc.)
  • Maintenir l'affiliation aux associations professionnelles et poursuivre la formation continue des formateurs.
  • Mettre à jour et communiquer les statistiques sur les incidents et accidents de travail, ainsi que sur tout autre programme développé par la direction corporative de santé et sécurité et les indicateurs de performance.
  • Assurer le bon fonctionnement du comité de santé et sécurité et suivre la mise en œuvre des améliorations discutées et approuvées.
  • Veiller au respect de la législation en matière de santé et de sécurité (LSST, RSST, LATMP) et des normes de l'entreprise.
  • S'assurer que les programmes et procédures de l'entreprise sont compris et appliqués dans les installations, y compris la révision et l'analyse des causes profondes des événements environnementaux significatifs, ainsi que la surveillance de l'hygiène industrielle.
  • Coordonner avec le directeur de la santé et sécurité, le directeur de l'environnement et le directeur de la conformité au transport pour créer des outils de formation, gérer les campagnes de sécurité hebdomadaires et mensuelles, rédiger les rapports d’incidents et analyser les statistiques mensuelles.
  • Fournir leadership, conseils et soutien au site afin d'atteindre les KPI liés à la santé et à la sécurité et promouvoir le développement d’une culture de la santé et sécurité au travail (SST).

Compétences requises :

  • Diplôme de baccalauréat en sciences (biologie, chimie, sciences environnementales, santé au travail et sécurité) ou en ingénierie (environnementale, chimique, hygiène industrielle, etc.) ou dans un domaine connexe ; à défaut d’un diplôme, 5 ans d’expérience ou plus.
  • 5 ans d’expérience en tant que professionnel de la sécurité et / ou de l’environnement, responsable de la conformité.
  • Connaissances approfondies en matières de règlements gouvernementaux liés à l’environnement et santé et sécurité au travail;
  • Capacité à lire et à interpréter des documents tels que les règles de santé et sécurité et environnementales, le Code des règlements fédéraux, les règlements OHSA et d'autres normes consensuelles, ainsi que des manuels de procédures.
  • Familiarité avec l'OSHA. (un atout)
  • Excellentes compétences en statistiques et en analyse et maîtrise des systèmes informatiques (MS Office)
  • Bilingue (français / anglais)
  • Connaissance des processus et techniques d’amélioration continue;
  • Excellentes capacités de communication
  • Autonomie, sens de l’initiative et sens du leadership développé.
  • Excellent sens de l’organisation, de planification et de gestion des priorités

  • The Health and Safety Manager is responsible for planning, developing, coordinating, and executing all aspects related to workplace safety and health concerning personnel, materials, equipment, and work environments. They oversee the implementation and application of procedures related to the requirements of established health and safety programs across the organization.

    The manager develops, implements, and ensures the effectiveness of the health and safety program and training initiatives for employees. They also conduct internal audits in accordance with corporate procedures and health and safety regulations. The Health and Safety Manager implements necessary actions to improve the overall health and safety program.

    Responsibilities :

  • Manage agreements with professional clinics and service profiling, as well as the employee medical surveillance program (monitoring hazardous materials, respiratory surveillance, workers' compensation, and temporary assignments).
  • Ensure the orientation and integration of new employees by facilitating various health and safety training sessions.
  • Investigate, write reports, and analyze workplace accidents and incidents, as well as inspection and audit results, by identifying root causes and proposing improvements.
  • Address any concerns or complaints regarding workplace health and safety.
  • Facilitate risk assessments for tasks and equipment to implement appropriate preventive measures.
  • Coordinate training for workers in areas regulated by OSHA, CNESST, DOT / Transport Canada, and other provincial and federal agencies.
  • Review all safety programs to verify their adequacy and compliance, while identifying opportunities for improvement.
  • Provide exceptional, hands-on training on critical topics such as confined spaces, hazardous materials transportation, first aid, CPR, and any other required training for the company.
  • Recommend safety measures related to processes to reduce employees' exposure to chemical, physical, and biological hazards.
  • Implement and monitor internal and external safety inspection programs (sprinklers, fire extinguishers, alarms, etc.).
  • Maintain affiliation with professional associations and pursue ongoing training for trainers.
  • Update and communicate statistics on workplace incidents and accidents, as well as any programs developed by corporate health and safety management and performance indicators.
  • Ensure the effective functioning of the health and safety committee and follow up on the implementation of discussed and approved improvements.
  • Ensure compliance with health and safety legislation (LSST, RSST, LATMP) and company standards.
  • Ensure that company programs and procedures are understood and applied at the facilities, including reviewing and analyzing root causes of significant environmental events and monitoring industrial hygiene.
  • Coordinate with the Health and Safety Director, the Environmental Director, and the Transportation Compliance Director to create training tools, manage weekly and monthly safety campaigns, write incident reports, and analyze monthly statistics.
  • Provide leadership, guidance, and support to the site to achieve health and safety-related KPIs and promote the development of a health and safety culture.
  • Required Skills :

  • Bachelor's degree in science (biology, chemistry, environmental science, occupational health and safety) or engineering (environmental, chemical, industrial hygiene, etc.) or a related field; or, in lieu of a degree, 5+ years of experience.
  • 5 years of experience as a safety and / or environmental professional responsible for compliance.
  • In-depth knowledge of government regulations related to environmental health and safety in the workplace.
  • Ability to read and interpret documents such as health and safety regulations, the Code of Federal Regulations, OSHA regulations, and other consensus standards, as well as procedure manuals.
  • Familiarity with OSHA regulations (a plus).
  • Excellent statistical and analytical skills and proficiency in computer systems (MS Office).
  • Bilingual (French / English).
  • Knowledge of continuous improvement processes and techniques.
