Salary Information : $112,893.58 - $132,947.67 annually. (2026 rates of pay)

Overall Purpose

Under the direction of the Staff Sergeant, Public Order & Emergency Management, the Senior Business Continuity Analyst leads in the planning, development, and implementation of the Ottawa Police Service (OPS) Business Continuity Program and the development of strategies and capability to effectively respond and recover in an orderly manner to planned and unplanned interruptions that disrupt critical functions for OPS.

Major Responsibilities

  • Lead the design, implementation, and continuous improvement of the OPS Business Continuity Plans, including establishing the foundational policies, procedures, and frameworks that guide continuity planning across the organization.
  • Design, implement, and oversee a comprehensive Business Continuity consultation process to ensure consistent application across all sections.
  • Lead the creation, maintenance, and enhancement of Business Continuity strategies, tools, and templates, ensuring they are current, effective, and aligned with organizational needs.
  • Supervise and support the development and operational readiness of the Business Continuity Incident Management / Command System structure. Conduct thorough risk evaluations and business impact analyses to identify vulnerabilities and prioritize critical services, ensuring OPS is prepared to mitigate risks and recover effectively from disruptions.
  • Lead and supervise the execution of risk evaluations to identify vulnerabilities and ensure the implementation of effective mitigation strategies and controls.
  • Facilitate cross-departmental coordination in the development and execution of risk mitigation and control measures to ensure alignment and consistency across OPS.
  • Direct and participate in the planning and execution of Business Impact Analyses (BIA), collaborating with partners to identify critical services and prioritize recovery efforts.
  • Oversee and support the development and validation of recovery strategies and contingency plans in partnership with internal partners, ensuring organizational resilience.
  • Collaborate on the design and implementation of mitigation strategies and controls that address identified risks and support continuity objectives.
  • Facilitate cross-functional collaboration to ensure alignment and integration of continuity plans across OPS, including building strong partnerships and maintaining communication channels to support coordinated planning and execution.
  • Coordinate and lead the development and annual review of Business Continuity Plans, ensuring alignment across all sections and integration with organizational priorities.
  • Establish and lead the Business Continuity Management Team, ensuring roles and responsibilities are clearly defined, communicated, and executed effectively.
  • Approve and guide the development of corporate communication strategies related to continuity and emergency response, ensuring messaging is clear, timely, and aligned with organizational objectives.
  • Foster and maintain strategic relationships with key internal and external partners to support continuity objectives and promote coordinated planning and execution.
  • Deliver ongoing updates and strategic insights to the chain of command on continuity-related matters, ensuring leadership is informed and engaged.
  • Promote organizational readiness through targeted training, awareness initiatives, and simulated exercises, ensuring that OPS personnel are informed, prepared, and capable of executing continuity plans effectively.
  • Lead the development and delivery of Business Continuity training and awareness programs, ensuring content is relevant, engaging, and aligned with organizational needs.

Major Responsibilities (continued)

  • Oversee, lead, and facilitate orientations and exercises / drills related to Business Continuity, ensuring organizational readiness.
  • Provide strategic oversight and support to the Emergency Management Exercise Coordinator during planned exercises and drills, ensuring alignment with continuity objectives and organizational readiness.
  • Support evidence-based decision-making through research, data analysis, and professional development, including staying current with industry best practices and leveraging data to enhance program effectiveness.
  • Oversee and contribute to the collection, analysis, and reporting of data to support Business Continuity initiatives, ensuring accuracy, relevance, and alignment with organizational goals.
  • Guide research efforts and validate the integration of Business Continuity best practices across the organization.
  • Stay informed on emerging trends, developments, and innovations in the field of business continuity and emergency management.
  • Represent the Business Continuity function at lectures, conferences, and training sessions to maintain subject matter expertise and build external networks.
  • Serve as a senior member of the Ottawa Police Service Command Centre, providing leadership during activations.
  • Perform additional supervisory duties as required or directed by senior leadership.
  • Statement Of Required Qualifications

    Education and Experience

  • Four (4) year University degree in Business Administration, Disaster & Emergency Management, or a related field.
  • Experience and formal training combined may substitute for stipulated education requirement.
  • Minimum five (5) years relevant business continuity experience including :
  • Five (5) years experience in Project Management and / or Risk Management
  • Two (2) years experience supervising small to medium sized teams.
  • Leading, developing and implementing business continuity plans and procedures; and
  • Conducting Business Impact Analysis (BIA).
  • Language

  • English – fluency in oral, reading, and writing
  • Certifications and Licences

  • Valid G Class Driver’s License
  • Professional accreditation as an Associated Business Continuity Professional (ABCP), plus one of :
  • Project Management Professional (PMP) and / or
  • Certified Risk Manager (CRM)
  • In service Training

  • The following mandatory training and education is provided to all civilian Supervisors of the OPS :
  • Supervisor Health & Safety.

  • Road to Mental Health Readiness (R2MR)

  • All employees of the OPS are expected to complete all additional and new mandatory training as prescribed by the Office of the Chief.
  • The incumbent is expected to maintain their professional accreditation as Business Continuity Professional as well as the required training / certification required to perform the duties of the Senior Business Continuity Analyst position, and continue professional development through attendance at meetings, professional seminars, and conferences

    Effort and Working Conditions

  • Work is generally performed in a standard office environment with minimal adverse working conditions.
