Trans Mountain Corporation operates Canada’s only pipeline system transporting oil products to the West Coast. We deliver approximately 890,000 barrels of petroleum products each day through a dual pipeline system of more than 1,150 kilometres of pipeline in Alberta, British Columbia and Washington state.

Trans Mountain also operates a state-of-the-art loading facility, Westridge Marine Terminal, with three berths providing tidewater access to global markets.

As an Environmental Planner with Trans Mountain, you will be responsible for coordinating and implementing Trans Mountain’s environmental planning process for operational and maintenance (O&M) projects within the Lower Mainland BC Region of Trans Mountain’s operations. The overall deliverable of this position is to identify and facilitate the avoidance, minimization, and mitigation of environmental impacts associated with O&M activities to ensure compliance with environmental regulations.

This contract position will be based at the Sumas Terminal location and reports to the Manager, Environmental Services.

Key Responsibilities

  • Implement Trans Mountain’s environmental planning process for operational and maintenance (O&M) projects within Lower Mainland BC through the identification of potential environmental impacts and associated mitigation strategies. Develop environmental protection plans and communicate mitigation practices and procedures to ensure Trans Mountain's activities are conducted in compliance with regulatory requirements.
  • Support regional projects and activities originating from Engineering, Integrity, Pipeline Maintenance, Environment and other internal departments in the acquisition of environmental permits and approvals, from the feasibility stage, through regulatory strategy, to the coordination of consultants to prepare application submissions.
  • Coordinate environmental monitoring requirements for projects and activities including the selection and management of third-party technical consultants where required. Execute wildlife sweeps and environmental inspections and coordinate heritage resource assessments as required.
  • Lead communications and manage relationships with provincial and local regulatory agencies and affected stakeholders, and support communication with landowners and Indigenous communities. Prepare regular program and project updates and communicate to O&M Supervisors, field technicians and project managers and support Indigenous Monitors when present at work sites.
  • Support the continual improvement of the Environmental Planning Program by providing technical expertise to the department and its clients.
  • Maintain a commitment to safety, compliance, ethics, and operational excellence. Report safety and environmental near-misses, incidents and hazards as per Trans Mountain procedures.
  • Provide support to emergency response activities, audits, and other functions as needed.

Qualifications and Professional Experience

  • B.Sc. in Environmental Sciences or Engineering.
  • Environmental Professional (P.Ag, R.P.Bio) credentials preferred.
  • 6-9 years of relevant experience with pipeline or oilfield application and construction related work.
  • Environmental experience with pipeline operations and maintenance or other oilfield experience.
  • Understanding of environmental regulation (AB, BC) and application of federal regulations (CER, DFO, ECCC) specifically relating to permit applications.
  • Knowledge of industry best practices for Environmental Protection Plans and associated mitigation measures (e.g. fisheries, soil science, botany, reclamation).
  • Field experience including oversight of contractors.
  • Strong verbal and written communication skills.
  • Strong organization and scheduling skills.
  • Strong attention to detail while working in a time-conscious and effective manner.
