About Us

The Nova Scotia  Emergency Management Office  (NSEMO) is Nova Scotia’s lead agency for emergency planning, response, and recovery, working closely with municipalities to help communities prepare for, respond to, and recover from emergencies. EMO coordinates resources during critical incidents, administers the province’s 911 service, and provides essential public education on emergency preparedness

Nova Scotia’s 911 system operates on a province-wide basis and is a collaborative model comprised of many different partner agencies. Coordination and alignment of processes with our partners is a key factor in the stable and effective 911 system currently available to those in need of assistance.

About Our Opportunity

Join our team as a 911 Integration Architect and play a crucial role in transforming emergency communication in Nova Scotia. This is your chance to help build an advanced, reliable, and future-ready platform from the ground up, contributing to a safer, more responsive emergency communication network.

This position offers the rare opportunity to be at the forefront of implementing our new Next Generation 911 (NG911) system—a cutting-edge platform that will redefine emergency response capabilities across the province. As the NG911 Integration Architect, you'll oversee the design and integration of solutions that ensure the system's seamless interoperability with key partners, including Bell, while meeting all CRTC requirements.

In this role, you’ll work closely with subject matter experts, project managers, and other technical professionals to ensure that the NG911 system meets all functional and operational standards, including NENA (National Emergency Number Association) standards. You’ll establish a stable enterprise architecture by applying engineering best practices, lead comprehensive testing processes, and advocate for automation wherever possible. From designing integration solutions to validating system performance, your work will ensure that this vital emergency infrastructure operates smoothly and effectively for all Nova Scotians.

Primary Accountabilities

As our NG911 Integration Architect, you will ensure interoperability, reliability, and seamless integration. You will :

  • Collaborate closely with subject matter experts and project managers to ensure an optimal NG911 system that meets all system requirements for emergency communications.
  • Design and architect innovative integration solutions that enable smooth, effective communication between various NG911 components and vendor platforms.
  • Develop and uphold a stable system-of-systems architecture, following engineering and architectural best practices to build a reliable and future-ready platform.
  • Lead the implementation of integration solutions by configuring middleware, developing APIs, and setting up essential communication protocols that enable efficient data flow across the system.
  • Oversee end-to-end testing, providing comprehensive test cases for System Acceptance Testing (SAT) and System Integration Testing (SIT), while identifying automation opportunities to streamline and enhance testing efficiency.
  • Conduct rigorous review and validation of test results to ensure they align with architectural standards and project goals, delivering an emergency response system Nova Scotians can trust.

Qualifications and Experience

This role is ideal for you if you thrive in collaborative, high-stakes environments and are eager to make a meaningful impact on the future of emergency communications. In addition, you have a bachelor’s degree with at least six (6) years of related experience in Enterprise Architecture, Infrastructure Engineering. Experience in a Public Safety environment is a desirable.

You must demonstrate :

  • The ability to create sustainable and scalable solutions for public safety
  • Experience building and supporting mission-critical infrastructure for distributed, high-availability applications.
  • Experience in large-scale integration projects that span multiple technologies, virtual infrastructures, end-user agencies, and contractors
  • Familiarity with NG911 and E911 systems, with expertise in associated technologies such as VoIP, SIP, RTP, Session Border Controllers (SBC), and network monitoring tools.
  • Expertise in system design principles, software architecture, and hardware
  • Expertise in Enterprise Integration for complex applications and a strong grasp of diverse technology stacks, platforms, and architectures.
  • Strong written and verbal communication skills, with the ability to present complex information effectively and facilitate discussions among cross-functional teams.
  • Desirable assets include :

  • Experience creating clear requirements documentation, guiding project lifecycle stages, and overseeing technical aspects of multiple projects.
  • Familiarity with multi-tier system development and experience in developing integration strategies.
  • A background in engineering, integration, and testing for Public Safety Answering Points (PSAPs)
  • We will assess the above qualifications and competencies using one or more of the following tools : written examination, standardized tests, oral presentations, interview(s), and reference checks.

    Working Conditions

    This role is in a fast-paced decision-making environment. Your normal work week is 35 hours / week, 7 hours / day. This role does entail a high volume of work which may require longer than normal working hours and overtime. You may be required to travel to worksite locations.

    In an emergency / disaster situation, you are obligated to work and will be called upon to return to work with little or no notice. These situations usually include stressful conditions (physical, emotional, and mental pressure) in the Provincial Coordination Centre (PCC) for unknown periods of time.  During emergencies, you will be required to be available to report to work 24 / 7 / 365.

    Additional Information

    This position requires a Federal Security clearance to the level of "Secret" and is required to take appropriate training related to supporting an Emergency Operations Centre during times of emergencies.

    You must have a valid Canadian drivers license.

    Salary Range :   $3,107.16 - $3,649.33 Bi-Weekly
