Position Overview :

Under the direct supervision of the Fleet Supervisor, the Fleet Forman supervises a group of trades people of approximately 4-7 or more staff assigned to two of the major shop areas within the City of Spruce Grove. This position provides shop floor supervision to ensure work is performed in a proficient and timely manner; that workers function safely and represents management on a day to day basis to ensure staff attendance / task entries are recorded and provisions covered under the Union Agreement are adhered to.

Responsibilities : Responsibilities :

  • Ensure work assigned is properly completed while endeavouring to meet finish dates and to keep costs from exceeding job estimate unless there are unforeseen problems.

oAssigns work orders / tasks to trades staff according to their competency and skills to perform the work needed.

oMonitors progress of assigned work and provides direction when problems are encountered.

oEnsure material requirement are conveyed in a timely manner so that required items are on hand, preventing delays due to “waiting for parts / materials”.

oObtains direction from the Fleet Supervisor when job completion date cannot be met or repair costs are more involved than estimated.

oReviews each completed job with assigned staff to ensure work is satisfactory prior to completing the work order / task.

  • Ensures trades staff work in accordance with Safety Program and job procedures.
  • oInstructs staff to work according to safe shop practices and job procedures.

    oIssues and monitors Personal Protective Equipment when required to be used by staff.

    oOversees special shop tools signed out to staff for extended periods of time.

    oAdvises Parts Technician of which shop supplies are needed.

    oAuthorizes the purchase of parts and materials up to the recognized authority limit.

    oConducts regular Tool Box meetings.

    oCarries out authorized improvements as identified during monthly shop safety inspections.

  • Ensures that shop operation follows procedures for time entry into Cartegraph and Avanti, while adhering to terms of the Union Agreement.
  • oReviews staff time entries into Cartegraph and Avanti.

    oObtains employee vacation requests as early as possible, then reviews each to ensure sufficient staff are available to operate the shop and provide appropriate service levels to internal customers.

    oDiscussed staff concerns with management at regular Supervisor meetings.

  • Assists in leading the Fleet Management team & Protective Services employees in the repair of vehicles and equipment.
  • oResponsible for the routine day to day operation of the shop (including remote locations), acting on the instruction of the Supervisor of Fleet Management.

    oProvides technical support and diagnostics to Fleet Management & Protective Service employees.

    oAids in the development of, oversees, plans and schedules work related to the preventative maintenance program.

    oEnsures that vehicle and equipment are repaired in the most expeditious, effective and efficient manner, utilizing public and private sector resources as required.

  • Oversees that all work carried out by employees or contractors is done safely in accordance with the City's Safety Management System and any related OHS requirements.
  • oIncludes development and review of Hazard Assessments, SWP's & SOP's.

    oRoutinely inspect all shop equipment and work area to maintain a safe environment for all employees.

    oEstablish preventative maintenance checks and diagnostic work on vehicles & equipment.

    oEnsure that defective tools are removed from service and replaced as required.

    oMonitor and check quality of work and initial or sign repair order after QA check.

    oReview work order information prior to closing, ensuring that technicians enter a proper work order story, including time spent on jobs and parts / invoice information.

  • Ensure compliance with internal bylaws, policies and procedures, including Provincial and Federal regulations and guidelines.
  • oHave an understanding of, and adhere to City policies, procedures and standards, whether written or implied, as amended from time to time.

  • Stakeholder Relations
  • oRespond to internal inquiries in a courteous / professional manner; provide information within area of assignment and resolve complaints in an efficient and timely manner.

    oDevelop and maintain ongoing working relationship with vendors, contractors, and various City departments.

    oMonitor contractors to ensure they are working safely and work is to the City's specifications.

    oCall vendors for repair approvals, where approvals are necessary.

    oEnsures that the appropriate systems of communication are followed so information is shared in an appropriate, accurate, clear, concise, and timely manner.

  • oContribute to a positive safety culture by acting in a safe manner at all times and complying with City safety policies for staff and contractors.

    oProvide leadership for Health and Safety by making every reasonable effort to ensure the health and safety of staff within the section.

    oWork in accordance with Alberta Occupational Health & Safety Regulations and City of Spruce Grove Safe Work Practices and Standard Operating Procedures.

    oAct as a steward of the City's Corporate Culture through empowerment and support to staff.

    Qualifications :

  • Valid Alberta Red Seal Heavy Equipment Technician certification is required.
  • Minimum 2 years in a leadership role preferably in a unionized setting.
  • Minimum 5 years experience in the maintenance and repair of a light, medium and heavy-duty commercial fleet.
  • Commercial Vehicle Inspection Certification – heavy trucks with air brake, light truck and trailer, and commercial bus.
  • Valid Alberta Class 3Q Motor Vehicle Operator’s License and acceptable driving record is mandatory.
  • Valid Red Seal Automotive Service Technician certification is an asset.
  • Alberta Journeyman Welding Certificate is an asset.
  • A combination of skills and experience in a municipal environment is considered an asset.
  • Management training is an asset.
  • Must be well organized and capable of maintaining even, productive work output.
