Position Title : Director of Human Resources

Department : Human Resources

Reports to : Executive Director

Schedule : Monday – Friday, Full-Time, Temporary

Minimum 1 year contract with strong possibility of extension or permanency.

ICMH provides person centered, recovery oriented, and psycho-social rehabilitation (PSR) informed-care across a spectrum of services including housing and housing supports, group and one-on-one programming, and in Licensed Care settings.

Purpose :

Reporting to the Executive Director, the Director of Human Resources (DHR) provides strategic expertise and leadership for the design, implementation, and ongoing enhancement of the organization’s direction and human resource strategies. The DHR oversees other Human Resource staff and leads all aspects of the planning, implementation, delivery and evaluation of a full range of Human Resource programs and services including : labour relations, job evaluation and classification, recruitment, orientation and retention, change initiatives, performance management, return to work planning, compensation, benefits administration and occupational health and safety. In addition, the DHR guides all human resources matters to assist the organization in meeting its strategic objectives and ensuring compliance with all applicable legislation and best practices related to employee management and change initiatives.

Accountabilities :

1.    As a member of the ICMH leadership team :

a.    Provides expert advice, direction, and recommendations regarding ICMH HR, and contributes to the strategic leadership, planning, evaluation and management of ICMH.

b.    Collaborates with other leadership team members on the development and implementation of projects, services and initiatives.

c.    Participates in the Manager-on-call rotation.

2.    Leads and manages all aspects of ICMH HR :

a.    Administration of attendance management objectives and the standard  hiring practices and procedures necessary to recruit, develop and retain a superior workforce.

b.    The interpretation and administration of ICMHs three collective bargaining agreements, legislation, policy, arbitrations, and Terms and Conditions for Non-Contract employees.

c.    Negotiating solutions relating to all matters of labour relations to create effective compromises.

d.    Conducts full-cycle investigations, including fact-finding when employee complaints or concerns are brought forth.

e.    The development, implementation and evaluation of HR related performance relative to key performance indicators and initiation of corrective action to remedy deficits and / or respond to issues.

f.     Oversight of ICMHs work structure by identifying job requirements and descriptions for all positions of the organization.

g.    The development, implementation, monitoring and evolution of HR related policies, procedures, standards, a variety of collective agreements, and guidelines.

h.    Conducts HR related planning and analysis in collaboration with leadership team members to anticipate and adapt to changing conditions and future developments.

i.      The day-to-day program operations are aligned with the strategic objectives and operations priorities of the ICMH, and comply with operational policies, procedures and funding agreements.

3.    Conducts and / or contributes to stakeholder consultations and relationship management activities :

a.    Develops mutually respectful relationship with representatives from all levels of government and other community agencies and collaborates on areas of mutual interest.

b.    Leads and manages or contributes to formal and informal stakeholder / funder consultations to gather input of seek feedback on ICMH existing or planned programs or services.

c.    Initiates and maintains relationships with key contacts to collaborate on initiatives, seek / obtain funding, exchange information and advance ICMH objectives.

d.    Represents ICMH in meetings and at events to showcase ICMH HR and quality-related programs and services and contribute / gather expertise related to best practices in community mental health management.

4.    Leads and manages projects and initiatives :

a.    To develop options, create recommendations based on operational initiatives and / or implement new / improved programs and / or advance ICMH HR objectives, using methodologies.

b.    Uses a variety of qualitative and quantitative methods to perform analyses (eg. Including cost / benefit analysis).

5.    Manages program documentation and reporting :

a.    Develops and maintains information systems for HR data consistent with information and privacy requirements

b.    Leads the development and implementation of HR monthly reporting, including statistics, key performance indicators, status reports, etc. including formal reports, web-platform materials, etc. for ICMH leadership and funders.

6.    Performs other related duties.

a.    Participates in Manager on-call rotation.

Requirements

Education, Affiliation, and Experience :

  • Bachelor’s degree, certification or equivalent in Human Resources, Business or Organization Development
  • CPHR designation preferred
  • Active affiliation with appropriate HR networks and organizations.
  • A minimum of 5 years’ recent, related and progressive leadership experience in Human Resources positions.
  • HR management experience in a multi-unionized environment required.

Knowledge of :

  • The BC Human Rights Code and BC Employment Standards Act
  • The theories, principles and practices of human resource management and quality management in a social services environment
  • All aspects of HR, performance management, evaluation, risk management and reporting
  • Human resource management and supervision
  • Stakeholder engagement
  • Abilities :

  • Ability to manage and balance management / administrative demands and team dynamics in a fast paced, high-pressure environment
  • Ability to interpret and implement personnel related legislation with a demonstrated knowledge of labour laws, collective agreements, Human Rights and Occupational Health & Safety
  • Ability to work independently and collaborate effectively with team members
  • Superior written and oral communication skills and presentation skills, and attention to detail
  • The ability to lead program planning, performance management, evaluation and reporting
  • Strong organizational skills
  • The ability to achieve deadlines within timelines while balancing multiple priorities
  • The ability to develop effective working relationship with a wide network of stakeholder and collaborate on initiatives of mutual benefit
  • Additional Required Qualifications

  • Must successfully complete a Criminal Record Check through the Ministry of Public Safety and Solicitor General
  • Must have a vehicle and valid drivers’ license
  • Limited travel may be required
  • Negative TB test
  • Up-to-date on Provincial immunization schedule
