One Person One Record Overview
One Person-One Record (OPOR) is a vision and strategy for integrating patient information across Nova Scotia to enhance health system governance, standardize practices, and improve patient safety, clinical outcomes, and care quality.
This collaborative initiative involves IWK Health Centre, Nova Scotia Health, and the Government of Nova Scotia, working in partnership with patients, families, and communities to achieve a unified approach to health care.
Success in OPOR depends on a consistent philosophy and standards across all zones, with close collaboration required among zone leaders, the IWK, and other organizations.
OPOR leaders focus on building partnerships both within and outside the organization to strengthen relationships, solve complex problems, and advocate for shared goals.
The initiative emphasizes the importance of patient and family involvement in developing programs and services, supporting diversity and social inclusion through cultural competence.
About the Opportunity
The Senior Director, Clinical OPOR, reporting to the Chief Nurse Executive and VP of Clinical Performance & Professional Practice, leads and advises on Nova Scotia’s One Person One Record (OPOR) strategy.
This role oversees a leadership team supporting clinical transformation in collaboration with administrative and IT teams.
Responsible for the clinical development, delivery, and enhancement of OPOR, the Senior Director drives change readiness strategies to ensure OPOR’s long-term viability.
Accountable for strategic and operational alignment with legislation and OPOR’s mission, the Senior Director emphasizes continuous improvement, advancing excellence in OPOR delivery, and ensuring compliance with standards and accreditation.
Additionally, this role fosters a learning and research environment aligned with Nova Scotia Health’s present and future direction.
Key Responsibilities
Planning and Performance
- Advise CNE VP CP PP and executive / senior leadership from all partner organizations on OPOR and organizational opportunities / issues.
- Develop and implement workforce and performance strategies aligned with NSH’s vision and mission, promoting collaboration, innovation, engagement, and change management.
- Lead the planning, organization, monitoring, and evaluation of OPOR clinical processes.
Quality Service Delivery
- Oversee the design, development, and delivery of a strategy for integrated OPOR programs.
- Plan quality OPOR services and collaborate with leadership to support integration, change management, safety, and system efficiency, improving care quality.
Visible Leadership, Partnerships and Relationships
- Consistently embody NSH’s culture, mission, values, and policy in programs.
- Provide accessible leadership across zones, programs, and services.
- Partner with the Department of Health and Wellness, VP, and other leaders to support clinical transformation and champion change.
Talent Development and Engagement
- Champion a safe, respectful workplace with a focus on sound HR practices.
- Establish performance objectives, offer development opportunities, and promote teamwork.
- Support the professional and personal growth of employees, fostering continuous learning.
Financial Stewardship and Accountability
- Lead fiscally responsible programs through careful planning, forecasting, and expenditure monitoring.
- Ensure compliance with accountability frameworks, procurement guidelines, and effective acquisition.
- Collaborate with leaders to develop OPOR and manage service agreements with partners and vendors.
About You
We would love to hear from you if you have the following :
- Bachelor’s degree in relevant health professional field.
- Master’s degree in business administration, public administration or related field or equivalent combination of bachelor’s degree in a related field with significant leadership experience at a senior level.
- 7-10 years of relevant senior leadership experience with progressive accountabilities for financial, strategic, clinical, and people management to support planning, implementation and ongoing operation of clinical performance within a multi-site organization(s) including tertiary, quaternary and academic mandates.
- Registration with relevant health or professional discipline / college or association
- Certified Health Executive and / or Certified Professional in Healthcare Information and Management Systems (CPHIMS) designation considered an asset.
- IT Infrastructure Library (ITIL) and / or organizational change management certification considered an asset.
- Significant experience in IMIT management, covering planning, policy development, and service delivery in both business and clinical applications.
- Proven leadership in complex organizations, especially in driving change and managing large clinical transformation projects.
- Strong background as a strategic advisor on clinical matters to senior leadership.
- Expert in analyzing evidence-based clinical practices for strategic and organizational planning.
- Skilled in team engagement, mentoring, and fostering collaboration to support the organization’s mission and goals.
- Extensive knowledge of health care organizations and the health sector, including experience in unionized environments.

Compensation and Benefits
$67.9253 - $84.9069 hourly ($132,454 - $165,568 annually)
