Systems Analyst – Senior
The Systems Analyst will
- Capture business requirements, assess technical features and capabilities to create and update business rules based on the requirements
- Provide Data Science services including Data Cleansing and Data Analytics
- Develop dynamic data visuals, dashboards and custom reports as required, applying Microsoft Technologies, including Power BI
Experience and Skill Set Requirements
MUST HAVES :
Works with Microsoft Windows, Desktop and Laptop workstations support,Experience with Multiple Learning Management Systems environment, (e.g Moodle experience),Can create data sources using SharePoint Lists and NoSQL databasesHave experience working in public safety radio or telecommunications in a large public entityHave experience working on large scale complex technology projects.Deliverables
Conduct testing, integration and deployment of each developed solutionDocument application changes & enhancements to existing features and new features as per approved requirements and design directionReview and understand application changes and patches and system architecture of the EHS systems, and deploy updates as required and can support scalability requirementsProvide realistic work estimates to support project planningUse enterprise Service Management Toolsets e.g. Remedy in order to manage encryption related ticketsRespond to and co-ordinate encryption activities, between clients & vendor appointments based on approved and scheduled Incident, Task and Work Order Records.Update tickets and the CMDB to document the activities (e.g. Key management, removals, etc.).Perform Audit activities as defined by the Radio Operations Manager.Support development of the PSRN training material to define the e-learning modules, tests and interactive elements as well as any maintenance and support as required.Converting PSRN training material from various formats (SWAY, Word, Power point, videos, etc.) to SCORM files using Adobe Captivate and / or Articulate Storyline.Support the upload of SCORM files to multiple LMS environments (e.g. Moodle) which should include testing and piloting.Create Documentation for the purpose of training other technical IT Staff to support the deployment.All roles procured are required to be cleared through the Contractor Security Clearance Process of the OPS.Security Clearance process, levels, roles etc. are subject to change without prior notice. Candidates may be required to undergo revised / new process (or levels) any time prior or during the term of the contract.
Skills and Knowledge :

Assure the proposed application(s) should function as required, without any defects and assure the application operates with the appropriate systems and other peripherals as identifiedCRITERIA (MAX 100)
Criteria 1 – Technology and Analysis –
Knowledge of systems analysis and design methods and techniques to develop system solutions and to manage servers and applicationsDemonstrated knowledge of testing and implementation methods and practices for testing and acceptanceExperience with systems and business operational disciplines and processes; skills in negotiation, conflict and problem resolution, change management and project coordination; current knowledge in new technologies and trends that may benefit emergency health services.Knowledge of server and network technologies, hardware and facilities requirements (data centres) along with IT security policies to identify and evaluate IT options for clients and to design, develop and implement technology solutionsExperience with creating and managing data sources (SharePoint Lists, NoSQL database, etc.).Experience creating custom reports, implementing change management and auditing data.Experience with database integrationExperienced with developing and maintaining interactive e-learning using Adobe Captivate and / or Articulate Storyline to convert training materials created via SWAY, PowerPoint, etc. into SCORM files (e.g. Moodle LMS compatible format); this material includes content, videos and interactive functionality
Criteria 2 – Analytics and Communication –
Understanding of emergency health services in Ontario including ambulance communications.Understanding of Learning Management Systems including Moodle from a content development perspectiveUnderstanding of databases (SharePoint Lists, NoSQL database, etc.)Understanding of Microsoft technologies
Criteria 3 – Project Management and Coordination Skills
Knowledge of project management methodology, analytical tools and processes, and tendering process to support projects and development of project plans.Analytical and problem-solving skills to assess business and technology requirements, evaluate the functionality of new software and hardwareExperience in working on multiple projects at the same timeExperience in working on multi-year projects
Criteria 4 – Industry Experience
