SUMMARY :

Under the direction of the Deputy Fire Chief or designate, the WUI Officer assists in organizing, directing, supervising and coordinating activities associated with the provincial WUI program and ensuring effective and efficient WUI firefighting techniques and procedures. The WUI Officer is responsible for the efficient wildfire and WUI training of subordinate officers and firefighters across the province as well as operational response, all in consultation with the Deputy Fire Chief.

ESSENTIAL DUTIES AND RESPONSIBILITIES :

ADMINISTRATION

  • Collect relevant incident information and complete all applicable incident documentation as required for database entry.
  • Work collaboratively with municipal partners and provincial agencies to advance the interests of effective fire services for the region and province.
  • Organize, direct and carry out training of personnel within the HLFD and other fire departments throughout the province in the Wildland Urban Interface discipline.
  • Consult with supervisors regarding approval of fire service policy / direction / priorities and interpretation of Town of High Level policies / procedures.
  • Complete and maintain daily time records for Wildland Urban Interface Firefighters.
  • Assist with coordination of and implementation of Wildfire mitigation including vegetation management and hazard reduction burning.

SUPERVISION

  • Oversee the day-to-day operations of the fulltime Wildland Urban Interface firefighters in consultation with the Deputy Fire Chief.
  • Upon designation, direct / supervise personnel, apparatus, equipment and property of the department at wildfire and WUI events, ensuring strict compliance with standard operating guidelines of the department either as a Truck / Company Officer, Sector Officer or Incident Commander.
  • Provide direct leadership training and mentorship to subordinate officers, senior firefighter and firefighter positions.
  • Provide directions to firefighters regarding effective training and emergency operations in the wildland urban interface.
  • OPERATION

  • Provide fire services and emergency scene leadership as a truck officer and / or command including scene evaluation, strategy & tactics to be employed, direction of emergency personnel and resources to effectively and efficiently bring the situation to a safe conclusion.
  • Provide on-call shifts as required potentially by AEMA and / or local jurisdiction.
  • Oversee the post-incident general upkeep and orderliness of the fire station and the maintenance and operation of all emergency equipment and apparatus.

  • Ensure that tasks are performed safely and in compliance with applicable legislation, policies and procedures
  • Perform other related duties as required or as responsibilities necessitate.
  • AUTHORITIES OF THIS POSITION :

  • Make day-to-day routine decisions according to established policies and procedures and standard practices
  • Depending on the subject of the decision, effects on service to the public, volunteers, Municipal staff, provincial staff, policies, and procedures, liability, and administrative and / or political ramifications, etc.
  • Split second strategic or tactical decisions made in emergencies that are positively or negatively impacted : life safety, degree of victim trauma, extent of property damage, business revenue and wage loss, liability, insurance premiums, etc.
  • Use pleasant manners and sound judgment when dealing with the public and staff
  • Assist permanent and temporary staff with issues requiring immediate attention or refer them to appropriate personnel
  • Exhibits discretion and confidentiality in the handling of organizational information / matters
  • QUALIFICATIONS / EDUCATION / EXPERIENCE :

  • Minimum three (3) years’ experience in the Fire Service.
  • Valid Standard First Aid Certificate with CPR
  • Must hold a Class 5 drivers with Q endorsement
  • NFPA 1001 Firefighter level 1 & 2
  • NFPA 1002 Pump Operator
  • NFPA 1072 Hazmat Operations
  • NFPA 472 Operations
  • Basic Emergency Preparedness
  • ICS 100, 200 & 300
  • Minimum of 2 years Wildland Urban Interface Experience
  • WUI-M Provincial certification or equivalent
  • Wildland Firefighting Training (1051, HLFD internal qualification or Type 1 Wildland)
  • NFPA 1041 level 1 (required) and 2 (considered an asset)
  • EMR Medical Training (FMR or higher)
  • Satisfactory background screening is required for this position including a Police Information Check, Vulnerable Sector Check and Driver’s abstract.
  • Bluecard Incident Command certification.

  • Ability to communicate clearly and concisely under stressful conditions
  • Working knowledge of : Municipal Government Act, The Alberta Fire Code, The Alberta Building Code, The Alberta Safety Codes Act, and the Alberta emergency Management Act.

    WORKING CONDITIONS AND PHYSICAL ENVIRONMENT :

  • Work outdoors and indoors in any weather conditions
  • Work in an enclosed vehicle, such as a fire truck, daily.
  • Always wear specialized safety gear and a special uniform. Regularly wear specialized equipment, such as oxygen tanks.
  • Regularly exposed to hazardous equipment.
  • Often exposed to contaminants.
  • Often exposed to very hot or very cold temperatures.
  • Regularly exposed to hazardous situations and conditions. Because of this, firefighters may suffer cuts, bites, stings, and minor burns.
  • Exposed to sounds and noise levels that are distracting and uncomfortable on a weekly basis.
  • Often exposed to cramped workplaces that require getting into awkward positions.
  • Often exposed to extremely bright or dim lighting conditions.
  • Sometimes are exposed to high places.
  • Work very near each other and other people, sometimes within inches. Firefighters often have to physically assist victims when escaping a dangerous situation.
  • HEALTH & SAFETY :

    Must adhere to all safety standards under the Occupational Health and Safety Legislation, Town Policies and Procedures and WHMIS Guidelines. For specific responsibilities of this position, refer to the Town’s Health and Safety Policy and Program.

    All personnel working in the Town of High Level are governed by the Health & Safety Policy.

  • Ensure proper ergonomic requirements are met and good ergonomic procedures are practiced
