About The Role

The Shift Supervisor, Municipal Operations responds to after‑hour service calls and directs staff required for emergency repairs and other operational activities beyond regular weekday hours and on weekends. The Supervisor routinely oversees up to 7 staff and, during winter operations, up to 21 staff.

Work collaboratively with Unit Supervisors to ensure continuity of roads, wastewater collection, water distribution and passive parks. Guide and direct Temporary Supervisors assisting in larger after‑hour operations. Maintain provincial designation as a Certified Roads Supervisor (CRS‑I) and / or a Certified Engineering Technician (C.Tech).

What You’ll Be Doing

  • Respond to reports of problems and requests for services beyond regular working hours.
  • Inspect reports of municipal infrastructure; assess causes; determine required actions.
  • Take immediate action to mitigate safety risks to the public and damage to infrastructure.
  • Issue call‑outs and / or dispatch on‑duty staff for scoped emergencies (water‑main breaks, sewer lateral blockages, damaged traffic signs, hazardous debris cleanup, blocked drainage inlets, routine environmental spills).
  • Escalate large‑scale and non‑routine problems to the appropriate manager or, for water distribution or wastewater collection systems, to the designated “Overall Responsible Operator.”
  • Oversee Planned and Anticipated After‑Hour Operations

  • Implement planned road closures and traffic diversions for special events.
  • Monitor pre‑planned water‑main and sewer repair and maintenance activities that extend beyond the normal workday.
  • In winter, monitor roadway conditions and deploy staff and equipment resources to effect ice and / or snow mitigation in accordance with city Service Level Standards.
  • Consult with primary Unit Supervisors on operational measures for non‑routine work.
  • Maintain a Safe Workplace

  • Ensure staff are provided with and use appropriate equipment, materials, and procedures.
  • Monitor work activities to ensure core safety measures : traffic safety, confined space entry, trench protection, fall arrest and PPE.
  • Intervene and / or escalates to restore a safe work environment.
  • Use situational awareness and authority to correct non‑compliance with health and safety policies.
  • Ensure Appropriate Use of City Resources

  • Issue overtime call‑outs per city practices and Service Level Standards.
  • Assign personnel and equipment.
  • Authorize timesheets.
  • Review work order documentation for completeness and accuracy.
  • Demonstrate Proactive Communications

  • Speak with the public to determine nature and urgency of service requests and advise appropriate follow‑up.
  • Brief staff on objectives and requirements of an after‑hour call‑out.
  • Support a respectful workplace per the City’s Code of Conduct Policy.
  • Maintain and Develop Competency Related to Infrastructure Operations

  • Attend industry‑sector courses, workshops, conferences to keep abreast of new maintenance technologies, repair techniques and materials.
  • Participate in development and implementation of corporate asset and maintenance management systems.
  • Requirements

  • Community College Diploma (2 years) in a related field such as Civil or Construction Technology.
  • Minimum 5 years relevant field experience in construction, repair and maintenance of pavement, boulevard and traffic system infrastructure.
  • Certification by the Association of Ontario Road Supervisors (CRS‑I or higher) and / or the Ontario Association of Engineering Technicians & TechnologistsC.Tech or higher).
  • Available to work rotating 12‑hour shifts, 7 days a week.
  • Able to prioritize and respond to competing demands.
  • Ability to deal with conflict.
  • Interpersonal skills; maintain effective working relationships.
  • Attention to detail.
  • Commitment to enhancing a safety culture through effective management.
  • Proven completion of Ministry of Labour Supervisor Health and Safety Awareness training.
  • Basic technical knowledge of : roadway maintenance and construction techniques; components of water distribution systems; components of wastewater / sewer systems.
  • Familiar with : OHS Act and Construction Regulation; Traffic Safety Plans / Book 7; Trench Safety; Confined Space Entry; Fall Arrest; Hydro & Gas Utility Hazards; Municipal Works Department SOPs; CUPE Collective Agreements; City Purchasing and Procurement Policies; City Code of Conduct.
  • Capable of : using Microsoft Word, Excel & Outlook; reading and interpreting maps and construction drawings; writing concise incident summaries and work reports; effective oral communication skills.
  • Class G Driver’s Licence.
  • Candidate must provide proof of educational credentials.
