We are currently searching for a dedicated and passionate individual to join our family at Toronto Community Housing. As a Manager Community CSU (Staff Sergeant – Community) you will be responsible for leading a team of Field Supervisors, Special Constables and Community Safety Advisors in supporting a safe and secure environment for TCH residents and staff in a 24/7 environment that promotes safety, community well-being, and coordinated responses, aligned with TCHC’s Community Safety & Well-Being Strategy. This management function represents TCH in response to emergencies, critical incidents and any after hour TCHC management requirements.This position will also act as the initial incident Commander during all declared emergencies.

What you’ll do

CSU Leadership

  • Monitors day-to-day operations; promoting and supporting CSU services through effective planning, decision making, and resource allocation.
  • Ensures services and programs provided are effective, efficient, economical and environmentally sensitive.
  • Works collaboratively across the organization to help secure commitment for cross-company efforts
  • Responsible for effective management of job activities of direct reports, including conducting performance evaluations.
  • Promotes leadership in the development of good labour management relationships, supporting a respectful, trauma-informed, and inclusive work environment; ensuring compliance with collective agreement and TCH People and Culture policies; and participating in grievance proceedings as required.
  • Implements health and safety strategies in support of a target of zero lost time due to workplace injury
  • Promotes the mission, vision and value of Toronto Community Housing
  • Participates in a variety of internal committees, task forces and working groups
  • Represents Toronto Community Housing at various external committees, functions and activities
  • Ensures effective partnerships are built with Toronto Police Service (TPS), Ontario Provincial Police (OPP) and Royal Canadian Mounted Police (RCMP)
  • Daily review of community based statistical data (CSU reports) to identify trends, risks, and opportunities to enhance community safety and well-being. Makes recommendations to mitigate issues, complaints and concerns, keeping Inspector Operations up to date.
  • Acts as commissioner of oaths to backup/swear to legal forms.
  • Assigns and track special attention assignments and security details
  • Documents expenditures
  • Establishes effective working relationships and partnerships with Police, emergency services, social services, the city of Toronto, residents, staff and managers to support coordinated, prevention-oriented responses.
  • Coordinates the assignment and documentation of Freedom of Information Act requests including those related to CCTV requests
  • Special Projects as required

Leading Team

  • Responsible for leading a team of Supervisors, Special Constables and Community Safety Advisors.
  • Supervises, coaches, mentors and motivates staff to ensure team performance and promote individual personal effectiveness to achieve high standards of work quality and organizational performance.
  • Coordinates and manages staff teams in providing a wide range of safety services
  • Assigns staff to follow-up on investigations as may be required.
  • Promotes a collaborative, learning and team-based culture through role modelling and encouraging others; supports continuous improvement, learning and encourages innovation and evidence-informed practice.
  • Builds and nurtures an environment that supports staff to achieve business results, provide excellent customer service, effective decision-making, lead healthy lifestyles and maintain a safe workplace.
  • Audits occurrence reports and staff memo books for completion and accuracy.
  • Provides security expertise and advice to Operating Unit Managers and other Senior Staff.
  • Works with Operating Unit Managers to design specific security coverage/needs to address concerns of safety raised by Tenants.
  • Monitors documentation pertaining to incidents, events, occurrences etc. submitted by staff, ensuring the content meets operating procedures standards.
  • Promotes the ability and willingness to be flexible and adaptable to respond to diverse challenges and demands
  • Identifies training/development needs and ensure training development opportunities are provided to individual staff members and the team.
  • Provides performance feedback and takes appropriate action to improve performance, including discipline when necessary
  • Leads the Team’s work in a manner that ensures compliance legislation and policies including but not limited to, the Memorandum of Understanding with the Toronto Police Service and all related provincial and federal statutes, the Ontario Human Rights Code, the Employment Standards Act, the Occupational Health and Safety Act, Municipal Freedom of Information and Protection of Privacy Act, the Conflict of Interest policy, the collective agreement(s) and related labour legislation and the Harassment and Discrimination policy.
  • Monitors deployment of staff including, but not limited to overtime, scheduling, absenteeism, vacation to ensure appropriate use and takes corrective action as required.
  • Processes uniform/equipment requisition forms and forward to procurement coordinator
  • Issues, receives and tracks officer memo-books

Third Party Security

  • Manages service provided by third party security and ensure contract compliance
  • Tracks the invoices for services requested and received by CSU and other TCHC departments.
  • Reviews and make recommendations regarding third party security deployment
  • Reconciliation of third party contract security invoices briefings and parades

Community Safety Advisors

  • Provides oversight and direction to prioritize community responses
  • Directs appropriate prioritization and review of CPTED Audits
  • Ensures appropriate oversight and risk considerations are applied to anti-crime and community engagement initiatives

Fire Life Safety

  • Ensures corporate life safety program is administered
  • Monitors the auditing and compliance of the corporate life safety and organization wide program ensuring compliance with the Ontario Fire Code.

What you’ll need

  • Five (5) years of experience in a law enforcement agency or equivalent, with 2 years demonstrated supervisory experience, a college diploma in law enforcement, business administration or equivalent.
  • A college diploma in police foundations, law, criminal justice or related program.
  • Possess and maintain full security and police clearance including fingerprinting and background check
  • Must maintain Special Constable Status while employed as Community Safety Unit Staff Sergeant
  • Ability to effectively supervise, and mentor staff
  • Knowledge of relevant legislation, statutes, by-laws and practices including the Criminal Code, Controlled Drugs and Substances Act, Liquor Licence Act, Trespass to Property Act, Mental Health Act, Residential Tenancies Act, Fire Safety Act, various municipal, parking and enforcement by-laws, building and safety standards
  • Well-developed analytical and conceptual skills to evaluate deployment needs and assess responses required in emergency and crisis situations
  • Ability to apply TCH policies to ensure compliance and consistency in the delivery and assessment of security activities
  • Previous experience in the area of policy/procedures development
  • An understanding of TCH’s diverse communities and the factors influencing safety, vulnerability, and well-being.
  • Ability to apply applicable Collective Agreements, Workplace Discrimination and Harassment and Respect at Work Policies
  • Fundamental knowledge of standard office systems, including computers, photocopiers, scanners, printers, etc., with practical application in word processing, data entry and other software packages.
  • Well-developed organizational and decision-making skills
  • Ability to input and manipulate data using word processing, spreadsheet software and database and information systems, e.g., Microsoft Office and internal housing management databases.
  • Strong written communication skills to prepare management reports and briefing materials
  • Must be able to work varying/rotating shifts (including days, afternoon, evenings, weekends, and holidays) and flexibility to be re-assigned as necessary
  • Must pass mandatory re-qualification training, tests and background investigation/checks, as required
  • Requires a valid, non-probationary, Province of Ontario class “G” driver’s license
