The provides leadership and direction to Saskatchewan’s education, early years, library and literacy sectors. The Ministry of Education is seeking a multi-skilled, highly motivated, and self-directed individual for theSenior Financial Policy Analyst position with the newly established Early Years Branch.

Reporting to the Director of Planning and Reporting responsibilities of the position include :

  • Designing and conducting research, analysis and evaluation of issues related to all elements of funding and financing early learning and child care facilities, programs and services;
  • Developing strategies and options to address or resolve complex financial policy issues, providing recommendations to decision makers;
  • Researching current financial, accounting and reporting standards to determine requirements and application of financing, internal control and reporting standards to early learning and child care;
  • Developing and maintaining financial and operational information, analyzing the information to continually improve funding methodologies and determine financial requirements for existing and developing programs;
  • Overseeing the implementation and administration of contracts and agreements with third parties.
  • Developing methodologies and leading full costing and budget development for the annual program requirements, and for the long term development and implementation of Saskatchewan’s Action Plan for early learning and child care;
  • Developing internal control systems and budgeting and cost control systems, leading branch staff and other ministry staff in the implementation of these systems;
  • Regularly monitoring forecast expenditures and cashflow, including establishment of and monitoring of accruals; and,
  • Preparing briefing material, presentations, research reports and discussion papers on financial policy issues.

Our candidate of choice will have extensive knowledge of financial and accounting principles, practices and standards and a demonstrated ability to use that knowledge to clearly define problems, analyze trends and issues and identify and develop policy options and solutions. Excellent communication, leadership and project management skills are necessary to develop relationships with key stakeholders, branch and ministry teams, leading them to work toward mutually workable solutions that will maintain a high degree of accountability for resources dedicated to operating and renewing the early learning and childcare sector. You will be detail oriented, resilient and be able to plan, organize and accomplish multiple, complex tasks and projects with competing deadlines.

Typically, the knowledge and experience required for success in this position would be obtained through a combination of an undergraduate degree in Commerce or Business Administration and a Chartered Professional Accountant (CPA) designation along with several years relevant experience. Knowledge of and experience with a human services ministry, organization or agency will be considered an asset.
