Project Manager Project Leader

About the Role
We are seeking a highly experienced Senior Project Manager / Project Leader to lead large scale complex public safety and IT initiatives within the Health Services Cluster. This role requires strong leadership stakeholder management financial oversight and deep experience delivering mission critical systems in 24x7 operational environments.

The successful candidate will manage multiple concurrent projects engage senior executives oversee vendors and ensure all deliverables align with OPS I and IT standards while maintaining zero adverse impact on public safety operations.

Key Responsibilities

• Develop and manage project charters integrated project plans schedules work packages and communication plans

• Obtain approvals and manage all required project documentation reports and artefacts

• Manage expectations of senior executives steering committees and diverse stakeholder groups

• Provide project and portfolio level reporting to senior leadership

• Identify assess and mitigate project risks and issues escalating as required

• Manage vendors and negotiate multi year contracts for technology support maintenance and warranty services

• Develop business cases and management board submissions for long term support and maintenance approvals

• Work closely with Ministry Legal and Procurement teams to ensure compliance with OPS processes

• Coordinate project activities with Public Safety Operations to ensure no operational disruption

• Lead financial management activities including budgeting forecasting and variance reporting

• Manage multiple concurrent projects in accordance with OPS standards

• Lead business analysis activities including problem identification opportunity assessment and solution design

Mandatory Qualifications (Must Have)

Project Management and Leadership

• 10 years of experience in program and project management

• Strong working knowledge of PMI standards and project management methodologies

• Proven experience managing all phases of large scale complex IT projects

• Experience with SDLC and enterprise content management environments

• Demonstrated ability to manage large project budgets with strong fiscal control

• Experience using project management tools such as MS Project and Clarity or Planview

Technical Experience

• Experience with Public Safety Answering Point telecommunication systems

• Experience with communication console systems trunked radio conventional radio and backup solutions

• Experience implementing or replacing voice communication and voice logging systems

• Knowledge of radio paging and telephony back end technologies

• Experience delivering projects from market scanning and procurement through implementation and closeout

• Experience with PSRN initiatives

Analytical and Communication Skills

• Strong experience working with large cross functional project teams

• Proven ability to prepare executive level reports briefings and presentations

• Excellent stakeholder management skills across technical and non technical audiences

• Ability to work independently resolve conflicts and make sound decisions with minimal supervision

• Strong written and verbal communication skills

Preferred Experience (Nice to Have)

• Experience in the land ambulance sector and related stakeholder environments

• Experience managing projects in 24x7 mission critical operational environments
