About Us :
The Information Technology Division (ITD) of the Ministry of SaskBuilds and Procurement supplies a full range of IT services to government ministries and agencies. It supports government customers with help desk, hardware and software, application development and IT security services. The ITD also sets government-wide policies and standards in IT infrastructure, IT support services and security.
The Opportunity :
The Digital Platforms and Services (DPS) branch is seeking an exceptional individual who is an effective communicator, cross team collaborator with strong interpersonal, analytical, and problem-solving skills for the position of Senior Programmer Analyst.
The primary role of the Senior Programmer Analyst is to support and maintain various applications, including taking responsibility for monitoring the system, and communicating with the vendors regarding problems to ensure the system is functioning in order to meet business needs. Position diagnoses, isolates, and debugs issue(s) and performs problem resolution, ensures proper documentation of the problem resolution and is responsible for defining, evolving, and enforcing software development standards.
Key Responsibilities :
Responsible for technical support / enhancements for all custom applications that reside within the Government of Saskatchewan. Examples of duties at this level include :
Provides coaching, training, and guidance to programmer analysts. This includes resolving problems and issues escalated from the programmer analysts.
Responsible for providing technical support and developing solutions for assigned corporate systems using technologies such as Oracle Database, Oracle E-Business Suite (EBS), Java, shell scripting on Linux / Unix, Git, and DevOps practices. Duties include developing technical specifications and program procedures based on design documents, coding and assembling solutions to automate processes and meet business requirements, and collaborating with internal teams or external consultants as needed. Ensures proper documentation of design decisions, estimating assumptions, code modules, and performance metrics in accordance with ITD process standards or as assigned.
Provides advanced analysis by using various techniques such as facilitation methods and modeling tools to capture and model requirements used for business and process driven enhancements and / or to complete new functionality. Executes ongoing maintenance tasks and performs evaluations and tuning of business applications.
Supports various applications, including taking responsibility for monitoring the system, and communicating with the vendors regarding problems to ensure the system is functioning in order to meet business needs. Diagnoses, isolates, and debugs issue(s) and performs problem resolution. Ensures proper documentation of the problem resolution.
Examines and analyzes the feasibility of potential solutions related to IT initiatives and assists in the preparation of business cases for consideration by management. Analyzes complex business and operational system requirements and processes and has the ability to prepare specifications and programs of a highly complex or technical nature.
Provides technical advice and support to users, clients, and team members. Delivers client focused services for the benefit of clients and employees through the application of computer and application specific technologies. Provides innovations in information management, data collection, analysis, and integrated processes, leveraging industry Best Practices in application development, support and maintenance.
Shares responsibility for quality of applications under development and for applications currently in production. Develops application standards that other programmers must follow (e.g., application development and documentation standards); and reviews requirements of other team member’s projects for consistency, accuracy and security. This involves actively participating as a member of a review or inspection team, in order to achieve quality standards and goals as well as provide status updates and discuss any issues that may arise.

As our successful candidate you will be a results-oriented individual with strong verbal and written communication skills, as well as :
Completion of a degree in computer science, or a related discipline
At least 5 years' experience working as a Programmer Analyst
Experience working with different file formats (XML, javascript, css, perl, jsp etc.)
Previous experience with the following technologies :
Oracle Database and PL / SQL, Oracle API
Shell scripting on Unix / Linux : KornShell (ksh) and Bash
Linux / Unix platforms (including AIX exposure in enterprise contexts)
Web Servers
Senior Java Developer skills : JSP, Servlets, Java Web Start (JNLP)
Version control and DevOps : Experience with Git-based version control and DevOps CI / CD practices, including pipelines, artifact management, and related tools (Azure DevOps experience as asset)
Oracle E-Business Suite (EBS)
Database concepts, theories and principles including backups, disaster recovery, capacity planning, tuning and performance monitoring
This position is not eligible for remote work. All duties are required to be performed on-site.
