Job Description
Position Purpose summary : Reporting to the Director of Client Services, the Program Coordinator provides integrated leadership for program delivery and facility operations at Kingston Harbour Light. This includes employee, administrative and clinical oversight for the live-in concurrent disorder treatment and CSC Community Residential Facility, as well as management of property maintenance, health and safety, dietary services, IT systems, and compliance with funder and Salvation Army standards. The role ensures program excellence, operational efficiency, and a safe environment for clients and staff, while meeting all contractual, accreditation, and financial requirements.
Kingston Harbour Light is an 18-bed live in facility for men, located in downtown Kingston.
Accountabilities
- Oversee treatment planning, counselling, classes, spiritual care andprocesses in accordance with policy, best practices and Kingston Harbour Light Collective Bargaining Agreement(CBA)
- Conduct daily stand-up meetings, case conferences, and attend community assessment team meetings
- Liaise with Corrections Services Canada (CSC) for client intake, interviews, and compliance
- Ensure program outcomes, service targets, and reporting requirements are met
2. Support Services & Facility Management
Manage daily maintenance, janitorial, dietary, IT, and security operations for Kingston Harbour LightEnsure compliance with health and safety, fire safety, and Salvation Army accreditation standardsOversee food services, including menu planning, food safety training, and client satisfactionCoordinate IT and security systems, troubleshooting issues and liaising with vendorsMaintain accurate records for maintenance, utilities, food services, and health and safetyServe as Management Lead for the Health and Safety Committee3. Supervision
Meets one to one with all direct reports monthlyProvides feedback on performance, behaviour, client workAssists staff with performance goals, issues and client work plansProvides supervision to students as requiredReview with Chaplain elements of Spiritual Care within program4. Reporting
Regular reporting of outcomes and service targets to Director of Client Services, Senior Management and funders of program – just moved the language aroundProvide attendance, training and other reports to Director of Client ServicesEnsure compliance with Personal Health Information Protection Act requirementsProvide support and serve on Health and Safety Committee, providing reports to THLM Property ManagerProvide regular financial variance reporting5. A Graduate level Social Services Related Degree or Diploma – or combination of education and experienceMember of Professional College or ability to become a member (i.e. CRPO, OCSWSSW)French language skills or bilingual strongly preferredNVCI training, valid CPR / First Aid preferredExperience and Skilled Knowledge Requirements
Prior experience with Corrections Services CanadaThree years of related experience in live-in treatment settings and property / facility managementStrong knowledge and experience working in unionized environmentsKnowledge and experience in Substance Abuse, Concurrent Disorders and Trauma informed practicesA good understanding of Microsoft Word, Outlook and other computer applicationsOther special certifications (e.g. CBT, DBT) in relevant disciplines an assetSkills and Capabilities (examples provided below)

The target hiring range for this position is $66,831.48 to $83,539.35 with a maximum of $100,247.22.
Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
