Senior Employee Labour Relations Consultant

Reporting to the Director Human Resources & Equity the Senior Employee Labour Relations (ELR) Consultant  is responsible for contributing to the development and implementation of broad employee and labour relations programs and strategies to ensure institutional compliance with labour and employment legislation.  The Senior Consultant is also responsible for investigating complex workplace complaints received under the Hospitals violence and harassment policies codes of conduct and privacy procedures amongst others.

The Senior ELR Consultant provides strategic expert evidence-based advice to HR leaders and staff across the Hospitals human resources teams including leadership of key ELR initiatives including : collective bargaining mediation / arbitration and other litigation immigration workplace investigations and other alternative dispute resolution processes.  The role requires a senior level professional that has demonstrated the ability to balance their Labour Relations technical knowledge with the strong ability to build partnerships with stakeholders in support of achieving the strategic goals of the organization.

Position Profile :

• Provide expert timely and consistent Labour Relations risk-based advice and guidance ensuring implementation of best practices and adherence to arbitral jurisprudence to HR team members relating to highly complex and sensitive employment matters;
• Partner with HR colleagues and other Hospital stakeholders to develop strategies and responses to long-term labour and employee relations matters including identification of risks and recommendations to mitigate those risks;
• Utilizes legal knowledge and experience in the review of and recommendation on grievance / arbitration and other litigation cases (i.e. civil claims OLRB HRTO);
• Leads and supports collective bargaining including preparation of collective bargaining mandates and contributing to strategies to successfully conclude negotiations;
• Acts as a trusted and respected advisor to the HR Partners and Managers encouraging effective solutions-based approach while maintaining consistency in practice interpretation and delivery;
• Utilizes expert knowledge of negotiations and conflict resolution to resolve issues;
• Conducts complex workplace investigations into complaints of workplace violence harassment and / or discrimination privacy breaches and other workplace misconduct and assists with mediating resolutions;
• Arranges for the completion of investigations by a third-party where appropriate;
• Utilizes expert knowledge of workplace investigation best practices and report writing to ensure a consistent approach to conducting workplace investigations at Halton Healthcare;
• Facilitate all levels of training and education related to conducting workplace investigations;
• Escalates unresolved concerns for consultation with the Director Human Resources & Equity offering a thorough analysis of the situation and providing detailed recommendations for resolution;
• Demonstrates and incorporates an understanding of environmental and social issues relative to all hospital areas.

Hiring Range :   $103512 - $128246
