Duties

  • Defines the Security Awareness / Information Classification Management Program’s operational direction, objectives, and priorities, ensuring alignment with those of the Office of the Senior Security Officer (SSO).
  • Responsible for the strategic and operational aspects of the program, including leading and being responsible for the development, evolution, maintenance, and day-to-day planning, coordination, and administration of the Security Awareness / Information classification management Program and its activities in accordance with policies, standards, and best practices.
  • Acts as the subject matter expert in security awareness / information classification management and advise heads of units, other programs, and entities.
  • Manages program processes, planning, training and exercises, and program expenditures / transactions.
  • Initiates, develops, implements, and continually improves policies, plans, procedures, standards, and tools related to security awareness / information classification management.
  • Designs and coordinates project plans to support the successful implementation of program initiatives.
  • Monitors current and emerging disruptive risks, stays abreast of evolving issues elsewhere that may impact PPS and makes the necessary changes to program direction and priorities.
  • Provides expert strategic and operational business continuity advice to the Senior Manager, PPS’ leadership.
  • Reports on planning status, preparedness efforts and readiness level.
  • Logistics planning and scheduling security training and awareness activities across the organization, including webinars, lunch and learn, etc.

Work environment

The Parliamentary Protective Service (PPS) is a separate and distinct organization and is not subject to the Public Service Employment Act. PPS has its own classification, compensation system and staffing regime. Persons appointed to PPS continue to be part of the federal government and will receive the public service pension plan and public service insurance benefits plan.

    The purpose of this recruitment and selection process is to establish a pool of qualified and / or partially qualified candidates to staff two (2) positions for a one (1) year period with a possibility of extension.

    The pool may also be used in the future to staff similar positions within the PPS and for other organizations.

    Successful completion post-secondary educational program

  • or an acceptable combination of education, experience and / or training in a field relevant to the position being staffed.
  • The educational program must be from an accredited learning institution recognized in Canada. If you completed a program outside of Canada, you will be required to obtain proof of a Canadian equivalency at your expense from an accredited learning institution recognized in Canada.
  • EXPERIENCE : E1 – Recent

  • and significant
  • experience in administering or delivering security awareness and / or information classification management programs.
  • E2 – Significant

  • experience assisting in developing or implementing policies and / or procedures in a security operational environment.
  • E3 – Experience participating in working groups, collaborating and maintaining a network with internal and external stakeholders.

    DEFINITIONS :

  • Recent means within the past six (6) years.
  • Significant is defined as the depth and breadth of experience normally associated with having performed a broad range of complex activities related to this task, which are acquired on a full-time basis for over a given period of time.
  • KNOWLEDGE :

    K1 – Knowledge of Government of Canada security controls, lead security and intelligence agencies of the federal government, other orders of government and the

    private sector.

    ASSETS

    EDUCATION : Professional certification in industry frameworks (NIST, ISO etc.).

    You must be prepared to provide the original or a certified true copy of your educational credentials.

    EXPERIENCE : E1 – Recent

    AE2 – Experience working in identifying and assessing security awareness and training requirements.

    AE3 – Experience working within a federal institution including separated agencies and crown corporations.

    You must be eligible to obtain both a Site Access Clearance and an Enhanced Reliability Status clearance. The process involves a background investigation that includes :

  • a loyalty assessment;
  • law enforcement verifications;

  • a security interview wherein questions may include (but not limited to), previous employment, online activities, financial situation, and alcohol or drug use;
  • personal references as well as previous employers will also be contacted as part of the security screening process.
