The Innovation and Technology Department reserves the right to award any future phases of work to the selected candidate(s) from the selected vendor.

The Senior Business Analyst will:

• Eliciting, analyzing, documenting, and validating customer requirements via workshops, site visits, workflow storyboards, and other methods.
• Gathering usability requirements, performing usability evaluations and creating UX design of web and mobile applications.
• Creating functional and non-functional requirements documents, UI specifications, UI screen design (wireframes and visual design), user stories, etc.
• Communicating changes, enhancements, and modifications of business requirements – verbally or through written documentation – to project managers, sponsors, and other stakeholders so that issues and solutions are understood.
• Managing and tracking the status of requirements throughout the project lifecycle; enforcing and redefining as necessary.
• Conduct SharePoint application training for the end users.

Experience:

• + years of relevant and recent experience performing business & system analysis and user experience of web-based, mobile-based and SharePoint-based systems, their integrations with other systems, with large technical and business changes.
• + years of relevant and recent experience in UI design (screen flow and task flow), writing functional and non-functional specs and documenting usability requirements for web-based and mobile-based applications.
• + years of recent experience in business & system analysis and user experience design with web, mobile and SharePoint applications.
• + years of recent experience in integration of web/mobile application with Google MAP API, Canada Post Address API and Energy Star API
• + Years of recent experience in integration of web/mobile application with Oracle Work and Asset Management (WAM) system
• + Years of recent experience in integration of web/mobile application with Oracle Customer Care and Billing (CCB) system

Skills and Depth:

• Demonstrated recent experience ( project or more) in integration of web/mobile application with Oracle Customer Care and Billing (CCB) system
• Demonstrated recent experience ( project or more) in integration of web/mobile application with Oracle Work and Asset Management (WAM) system
• Demonstrated recent experience ( project or more) in integration of web/mobile application with Google MAP API, Canada Post Address API and Energy Star API

Notes:

• The Proposed Contractor Name, Representing Vendor Name and Proposed Rate/ Hour shall be submitted as a mandatory submission in the RFSA Qualifications Matrix (Pass/Fail).
• These experiences and skills and depth must be clearly outlined in the vendor responses using the attached RFSA Qualifications Matrix.
• The Pre-qualified Proponent can present up to one () candidate that meets the requirements for this position.
• The Contract Administrator may, at their sole discretion, interview prospective candidates during the evaluation process.
• The Contract Administrator may, at their sole discretion, request prospective candidates selected for interview to provide a presentation or demonstration of skills to a set of given scenarios.
• The Vendor will bear all costs associated with or incurred in the preparation and presentation or demonstration of skill for candidate interviews.
• Notwithstanding the term of the Contract, the Work to be performed under this Contract is subject to annual approval of department budgets by Council. Contractor is advised that monies have been approved for work up to and including December , . In the event that Council does not approve the annual budget for any year during this Contract, the City reserves the right to alter the type or quantity of work performed under this Contract, or to terminate the Contract, upon thirty () Calendar Days written notice by the Contract Administrator. In such an event, no claim may be made against the City for damages of any kind resulting from the termination, including, but not limited to, on the grounds of loss of anticipated profit on Work.
• There is an incumbent for this role.
• The selected candidate will be expected to work remotely throughout the duration of this engagement.
• A Police Information Check satisfactory to the City of Winnipeg will be required from the selected candidate, at their expense
• The selected candidate's vendor will be expected to agree to the terms of the City's non-disclosure terms specified in the Statement of Work.
• The selected candidate may be required to work under compressed timelines as required.

Engagement Acceptance Criteria
Award of the Engagement shall be based on the following bid evaluation criteria Availability for timeframe requested in engagement Pass/Fail Unit price per hour and any incidental cost % Experience % Skills and depth %
Note: The working hours are seven () hours per day, excluding breaks and lunch between the hours of : AM and : PM CDT, from Monday through Friday excluding holidays.
