The Policy and Corporate Services Division of the Department of Justice brings together an inter-related group of department functions dedicated to the creation coordination analysis sharing accuracy storage and business use of information. The Division supports the Department of Justice by providing expertise in policy analysis and formulation; undertaking research and analytical studies; leading the business planning function for the Department; Federal Provincial and Territorial relations; managing the departments records management program (central registry); and the departments facility and accommodation requirements. Reporting to the Manger of Research and Analysis you will work with a multidisciplinary team that provides analytical business evaluation and research insights to inform decision-making policy development and strategic planning. This position plays a key role in expanding the Departments capabilities to drive insights by incorporating a broader use of varied data resources.

Primary Accountabilities

As a Research and Statistical Officer you will be responsible for research evaluation and statistical analysis in the area criminal justice. You will design execute and report results of research using both qualitative and quantitative research methods analyze and interpret complex data and provide strategic advice and recommendations based on analyses to support policy decisions program development and implementation.

In this role you will:

  • Act as a subject matter expert in the area of program and policy evaluations including evaluation frameworks data collection tools and outcome assessments;
  • Play a key role in research related to criminal justice;
  • Contribute to major initiatives by compiling and leveraging structured and unstructured data from a variety of sources for analytical insights;
  • Prepare briefing materials including data visualization techniques to present results of statistical analyses research summaries and recommendations;
  • Collaborate with internal and external stakeholders and working groups as required.

Qualifications and Experience

A completed masters degree in a related discipline such as Criminology/Social Sciences or Law with 5 years of related experience; or a completed bachelors degree in a related discipline such as Criminology/Social Sciences or Law with 7 years of related experience.

An equivalent level of education and related experience may be considered.

As a successful Research and Statistical Officer 4 you:
Have experience leading assessments of program implementation and results;
Have an understanding of the Nova Scotia criminal justice system including relevant legislation policy and programs;
Have demonstrated skills in research and planning are familiar with computerized information systems and research databases and are able to analyze and interpret large volumes of complex data;
Possess excellent verbal and written communications skills strong interpersonal and leadership skills. Sound judgement interpersonal skills and adapting information to staff at different levels is essential;
Have exceptional problem-solving skills enjoy working in an innovative environment and require minimal supervision.

The following experiences are considered assets:
Experience using Tableau;
Experience using statistical programming languages (e.g. Python or R);
Project management experience.

During the interview process you must be able to demonstrate your experience with evaluations experience analyzing complex data and experience engaging with various stakeholders.

You must also demonstrate a strong understanding of and commitment to equity diversity and inclusion.

Pay Grade: PR 15

Salary Range: $2970.48- $3620.97Bi-Weekly

Note: The salary rates shown reflect the new Civil Service Agreement effective April 1 2025. Implementation in our HR system will occur on February 5 2026. Until then the current rates will apply. Employees hired during this period will receive retroactive pay adjustments in accordance with the new agreement and applicable policies.
