Reporting to the Senior Engineer, Asset Management Governance and Alberta Reliability Standards Compliance, this position will be responsible to manage and support ATCO Electric’s Alberta Reliability Standards (ARS) compliance program management.
ARS compliance program management includes working with key stakeholders throughout the organization to ensure regulatory compliance with applicable industry approved rules, operating policies, and procedures as per the Alberta Electric Utilities Act, Transmission Regulations and Affiliate Code of Conduct.
Responsibilities :
- Responsible for ensuring ATCO Electric’s compliance to Alberta Reliability Standards as required by the Alberta Electric System Operator (AESO) and Market Surveillance Administrator (MSA).
- Assist in conducting ARS compliance activities such as Annual Self Certifications, audits, quarterly compliance reviews and self-reported contraventions to the AESO and / or MSA.
- Assist in reviewing reliability compliance response documents and correspondence for completeness, prior to submission to external agencies.
Ensure that all compliance evidence is accurately archived within the compliance evidence software.
- Assist in reviewing and approving responses to noncompliance issues and investigations.
- Provides strategic direction to AESO Rules and Reliability Standards stakeholder consultations as a representative of ATCO Electric as a Market Participant, approval applications to the Alberta Utilities Commission, entity information requests, stakeholder arguments and regulatory decisions.
- Collaborate with the Compliance team to review, identify and assign new standards as they are developed by the AESO. Assist in conducting gap analyses between current practices and new requirements against similar North American Electric Reliability Corporation (NERC) standards, published interpretations, and notices of penalties and assessments.
- Engage with internal and external parties as required to build and maintain effective working relationships and to resolve common issues related to the ARS, Rules, and Operating Policies and Procedures.
Monitor, coordinate, and comply with regulatory agencies' policy response submission deadlines.
Follow up on issues raised at forums mentioned above. Collaborate with cross industry teams to investigate and recommend actions on issues of interest to ATCO Electric and other stakeholders.
Qualifications :
- Bachelor’s degree in engineering, business or a professional certification in cyber security or business administration with a minimum of five () years’ work experience with compliance management and audits, preferably in an electrical utility environment.
- Professional Engineer designation with APEGA would be beneficial if applicant is an engineer in the province of Alberta.
- Deep understanding of Critical Infrastructure Protection NERC standards.
- Experience with electrical transmission and distribution infrastructure, processes, and practices in the field.
- Ability to direct and lead cross-functional teams to implement change through influence rather than direct authority.
- Excellent communication and consultation skills to build strong relationships with all levels in the organization.
- Facilitation skills to gather subject matter expertise and work toward consensus in the development of cross-functional processes.
- Balanced strategic and tactical strengths, possessing excellent planning, execution, and analytical skills.
- Attention to detail and organization.
- Maintain a Class driver’s license in good standing.
