Role Description
Reporting directly to the City Manager, the Director of Engineering is responsible for managing the Capital Works Program and supporting the Municipal Public Works Services.
This technical role involves organizing, planning, and controlling various municipal infrastructure projects related to land development, transportation, buildings, water, and sewer systems, ensuring they adhere to established budgets and engineering standards.
Your key responsibilities will include :
- Contributing to the strategic direction of the department, preparing short and long-term plans and budget estimates for Council evaluation.
- Overseeing ongoing infrastructure development projects, monitoring progress and public tendering processes, ensuring compliance with contract specifications, and managing project changes in consultation with the City Manager.
- Providing leadership and strategic direction for the Engineering Department, offering professional expertise to the CAO, Council, and other departments.
- Providing advisory services and participating in special assignments. This includes reviewing and evaluating subdivision plans for engineering services and preparing presentations and applications for Council approval.
- Review engineering drawings to ensure compliance with specifications, standards, and regulatory requirements.
- Overseeing asset management (including co-chairing the asset management committee), construction standards, and municipal records;
coordinating with By-law enforcement; and preparing and negotiating development agreements and land purchases.
- Managing City tenders and funding applications, and leading climate change adaptation and greenhouse gas reduction initiatives.
- Managing communication with the public regarding upcoming projects.
Your Qualifications
As the Director of Engineering, you are a licensed Professional Engineer (P.Eng.) with knowledge in roads, water and sewer construction, maintenance management, waste management, municipal drains, and provincial subsidy processes.
You have a strong understanding of the intricacies of municipal government and being community-facing. You bring demonstrated leadership, supervision, team building, and project management experience, including handling tenders and contracts.
You will play a pivotal role in directly improving the city's infrastructure and enhancing the quality of life for residents.
Your qualifications include :
- A bachelor’s degree in Municipal or Civil Engineering or a related field.
- Registration or eligibility to register as a Professional Engineer (P.Eng.) in New Brunswick.
- 10+ years of experience in municipal engineering and public works overseeing service areas such as operations, water supply and distribution, sanitary sewage and treatment, land development, and transportation projects.
- Demonstrated expertise in managing both unionized and non-unionized workforces is an asset. Successful collaboration with elected officials will be required.
- Strong judgment, excellent leadership, management, delegation, negotiating, and team-building skills. Certification as a Project Management Professional (PMP) is considered an asset.
- Effective problem-solving, strategic analysis, planning, and implementation skills.
- Expertise in meeting facilitation, presentations, written and oral communication, and effective utilization of administrative programs such as MS Office.
