AREA OF RESPONSIBILITY :

Reporting to the Senior Manager, IT Project Management Office, the Manager, IT Project Management Office, (PMO) is responsible for leading the development and implementation of the City’s project management practices, policies and procedures within the Corporation, in order to ensure consistent results in the delivery of Information Technology (IT) quality solutions and systems. As a member of the IT leadership team, he / she is expected to participate in cross-departmental corporate activities, initiatives and forums as assigned. This role serves as the lead for the project demand intake process, project resourcing, project prioritization and ongoing program / portfolio management.

Program Design, Management and Prioritization

  • Researches and builds best practice project management tools and methodologies and ensures effective communication, education and training is provided to project staff.
  • Reviews project, program and portfolio status reports in order to identify potential issues and challenges, and collaborates with project management staff to develop resolution and mitigation plans.
  • Reviews and approves project requests, plans and budgets. Manages escalated project delivery issues. Forecasts and manages IT project staffing and technology needs in order to balance project and portfolio workload ensuring resources are utilized effectively and efficiently.
  • Develops project and portfolio dashboards, ensures regular and consistent reporting occurs, and provides analysis and updates on reports.
  • Reviews project-specific workplans assessing and reporting on resourcing – financial and human – and provides input on priorities. Forecasts future resource demands.

  • People Leadership

  • Responsible for direct leadership of staff (Project Managers / , Project Leaders) within the section including formal performance management.
  • Fosters a productive team environment by effectively solving problems and, coaching, mentoring and motivating staff.
  • Provides employee feedback and ensures skills development and training needs are identified and proper training is planned and executed.
  • Recruits and selects new employees.
  • Assigns specific projects / initiatives, when needed. Provides project advice and on a periodic basis reviews work products and deliverables.
  • Accountable for building and maintaining culture and people engagement and where required, intervenes and provides leadership of significant talent and people related issues.
  • Provides subject matter expertise – related to project management – to Project Managers, IT / Project Leaders, IT
  • Stakeholder Relationship Management

  • Manages the administration of the IT PMO in partnership with relevant business units (e.g. IT, HR, Purchasing, Finance, Communications, etc.)
  • Initiates and manages relationships with internal and external clients and core business stakeholders to promote and build confidence in the value of IT PMO services.
  • Serves as a point of contact for problem resolution with clients and stakeholders related to project planning and implementation
  • Program and Administrative Accountabilities

  • Develops an annual workplan and its related budget, human resources plans and performance indicators.
  • Responsible for section administration including setting and tracking budget; development of workforce planning (recruitment, training, performance management); on-going resource management.
  • Approves contracts and payments to external vendors.
  • Participates in meetings and committees; may serve in the capacity of Chair and / or subject matter expert.
  • Ensures compliance with all legislation and policy, including Occupational Health and Safety.
  • Develops reports and presentations including project-specific; overall PMO operations; and financials. Delivers presentations to staff and management
  • Innovation

  • As a leader of the IT PMO, the manager is required to identify opportunities, issues and threats and to bring best practice solutions to the City while working collaboratively with other IT leaders.
  • SELECTION CRITERIA :

    As a functional leader, this role requires a balance of project management expertise and managerial skills including people management, financial planning and management; operational planning; stakeholder relationship management and communication skills (presentations, reporting, influencing / persuading and conflict resolution). There is a requirement to have a working knowledge and understanding of the City’s IT platforms, tools and applications.

    The role requires an understanding of all business areas across the City in support of project planning and prioritization.

    EDUCATION :

  • Post-secondary degree / diploma in business and / or Information Systems
  • REQUIRED EXPERIENCE :

  • 5 years experience managing complex enterprise systems implementations and projects of medium to large scope, using a structured project management methodology and formal tools / approaches is required
  • OTHER SKILLS AND ASSETS :

  • Experience establishing and / or running an IT PMO.
  • Experience in the transition of a waterfall methodology to an agile approach is an asset.
  • Experience in simultaneously managing several complex projects, with financial tracking
  • Experience managing multiple Project Managers / Project Leaders and leading project teams
  • PMI certification or equivalent required
  • Working knowledge of Municipal Government with a focus on Infrastructure Management Solutions / Systems, Planning, Design, Development is an asset. Understanding of the general municipal development cycle is an asset.
  • Expert level knowledge of Information Technology with specific detailed knowledge of Internet technologies, IT development life cycle methodologies and best practices (ITIL and COBIT preferred)
  • Proficient presentation and communication skills, both written and verbal
  • Project Management Professional (PMP) Certification
  • Various tests and / or exams may be administered as part of the selection criteria.
