Please note this role will work in a hybrid environment. The successful candidate must be located near a Canadian Blood Services site in Ontario, Manitoba or Alberta and will be working a mixture of on-site and off-site work based on the parameters for our operations to meet the needs of our donors, our staff and our communities. Currently, employees are expected to have an in-person presence for at least 40% of their work time. This requirement may vary depending upon circumstances.

About the role

Canadian Blood Services is looking for a Regular full-time Manager, Data Governance, Quality and Standards to join our dynamic IT Internal Customer Experience team.

The IT Internal Customer Experience team is responsible for ensuring a positive and seamless experience for internal users within Canadian Blood Services who interact with IT services and systems.

Reporting to the Associate Director of the Data & Analytics Center for Excellence, you will play a pivotal role in defining data governance strategies, dimensions and maturity across the enterprise and creating related frameworks, reference architecture, processes, and solutions to support this.

You will lead the development, implementation and compliance of Canadian Blood Services data policies, standards, guidelines, and frameworks while ensuring alignment with business objectives. This role will work closely with other data teams across the enterprise to ensure data governance standards and best practices are being applied consistently across the organization, particularly as it relates to data quality, metadata management, data cataloguing, data lineage, data retention and disposition, access management.

Formula for success

  • Utilizing your skills, you will manage and facilitate the development and operation of the data governance structure while monitoring the quality, structure and management of data and information within Canadian Blood Services.
  • Harnessing your experience, you will serve as a subject matter expert to leverage industry best practices and data governance mechanisms, processes, and procedures. You will advise, educate, and provide regular updates to Canadian Blood Services management on the importance and impact of sound data governance.
  • Drawing upon your knowledge of data governance, you will establish and govern an enterprise data governance implementation roadmap including strategic priorities for development of information-based capabilities.
  • Leveraging your expertise in data management, you will oversee the creation and maintenance of data dictionaries, metadata, and data lineage.
  • Applying your expertise in information technology, you will foster a data quality culture, strengthen data quality infrastructure and capacity, and cultivate the data supply chain.
  • Capitalizing on your excellent communication skills, you will communicate data governance policies, standards, and changes effectively to all relevant departments.
  • Desired education and skills

  • Post-secondary degree or Masters in a relevant discipline from a recognized academic institution, preferably a University Degree in mathematics, statistics, computer science, computer engineering or related field; an equivalent combination of education, training and experience may be considered.
  • Five years of directly related progressive leadership experience including involvement in data governance capability design, development, and deployment.
  • Three to five years of combined experience in developing comprehensive business cases, strategies, and roadmaps.
  • Strong knowledge of data governance principles, frameworks, and industry best practices.
  • Relevant certification in data governance, data quality, or compliance is a plus, as well as knowledge of statistical techniques.
  • Strong programming skills and statistical modeling (such as experience with Power BI, Azure Synapse or SQLServer Data Warehouse, Python, R, SAS).

  • This role will work in a hybrid environment with requirements to be onsite at a Canadian Blood Services location 40% of the time / 2 days of the week.
  • You will work Monday to Friday, 37.5 hours per week, 7.5 hours per day.
  • If you are located outside of Ottawa, you may be expected to travel to our office location in Ottawa – 2540 Lancaster Rd, quarterly for in-person team meetings when required.
