The City of Victoria is recruiting for a Manager Bylaw and Business Licensing Services. The position is best suited for a solutions-oriented professional with experience in bylaw enforcement and business licensing services as well as a demonstrated history of excellence in customer service. Our ideal candidate will bring the technical knowledge to operate within a regulatory environment but the confidence and strong judgment to bring about voluntary compliance with City bylaws through education before regulation. This position requires someone with strong interpersonal and communication skills to balance often competing needs.

POSITION SUMMARY :

Under the general direction of the Assistant Director Community Safety & Bylaw Services the Manager Bylaw and Business Licensing Services will effectively develop and manage the activities of the Community Safety & Bylaw Services Division including business licensing bylaw enforcement and related programs.

MAJOR ACCOUNTABILITIES :

Develop and manage the provision of bylaw enforcement and business licensing services including : working with senior management to clearly define and communicate the divisions mission; reviewing existing procedures to ensure alignment with Citys overall strategy and focus; reviewing alternative approaches to traditional bylaw enforcement such as mediation or dispute resolution; developing initiatives to educate the public on City bylaws; preparing annual operating budgets; preparing annual business plans including seasonal priorities; developing policy and drafting reports regarding operational procedures priorities and strategies to guide and improve the provision of bylaw education compliance and business licensing services; administrating compliance programs; preparing reports and recommendations to Council on specific compliance actions and remediation orders; reviewing and recommending changes to bylaws; ensure divisional business plans priorities and outcomes are consistent with corporate objectives ; communication of various civic bylaws policies and standards.

Direct and manage bylaw officers and support staff of the Community Safety & Bylaw Services Division including coaching and mentoring; supporting and motivating including career planning education and skills training; establishing metrics to measure and drive performance; selecting and training staff; managing employee conduct performance and attendance; responding to grievances; overseeing safety program.

Represent the Community Safety & Bylaw Services Division to City departments other organizations government agencies and the public including : developing planning and coordinating a customer-friendly communication process pertaining to bylaw compliance activities with other departments and members of the community to receive information about civic bylaws and make inquiries; planning and coordinating the prosecution of bylaw offences in court in consultation with the City Solicitor.

Manage the delivery of community safety and bylaw services including : assisting bylaw officers to resolve contentious issues arising from complaints with a view to enhance decision-making; providing direction regarding compliance with legislative and regulatory requirements; managing the contract for Animal Control services.

Perform other related activities.

QUALIFICATIONS :

• Bachelors degree in Arts preferably in criminology or social sciences.
• 5-7 years of progressively responsible supervisory experience in municipal regulatory management.
• Required to obtain vulnerable sector criminal record clearance.
