JOB SUMMARY
The incumbent is responsible for providing support in the development, review and maintenance of standards, policies and tools in accordance with International Civil Aviation Organization (ICAO) Annex 16 (Environmental Protection), Volume IV.
DUTIES & RESPONSIBILITIES
- Contribute to the review and incorporation of Annex 16 provisions in Jamaica’s legislative framework, particularly as it relates to Aeroplane CO2 Emission and Community Engagement.
- Provide technical support and communicate guidance materials, Ministerial Orders, regulations relating to the adoption of Annex 16, Vol IV (Carbon Offsetting and Reduction Scheme for International Aviation - CORSIA) to aeroplane operators.
- Participate in the drafting of Standards and Recommended Practices (SARPs) and the development of supporting guidance material to reduce the impact of international aviation on the environment with respect to the carbon emissions and offsetting programme.
- Monitor stakeholder compliance with ICAO SARPs and local policies by:
- Maintain databases on aeroplane operators’ Emissions Monitoring Plan, Emissions Report and Verification Report
- Develop and update relevant ICAO databases for forecasting and analysing trends as required
- Collate and submit reports for review on Air Traffic and Air Transport operations, Emissions level, carbon offsetting scheme
- Update Jamaica’s State Action Plan for the reduction of CO2 emissions by aviation stakeholders and recommend measures for implementation
- Coordinate the requirements for implementation of the CORSIA programme.
- Assist in the assessment of mitigation measures implemented by stakeholders such as the Air Navigation Service Provider, Airport Operators, and Aeroplane Operators for the reduction of CO2 emissions. Provide improvement recommendations and/or enforcement measures accordingly.
- Monitor accountability measures for the development, update and implementation of SAP and CORSIA.
- Collate, analyse and submit technical reports for decision-making, review and dispatch to ICAO as required.
- Provide expertise related to climate change impact, other provisions and policies related to Environmental Protection and associated guidance material to ensure that they take into account the latest developments in other related fields.
QUALIFICATIONS & EXPERIENCE
- B.Sc. in Environmental Science, Environmental Engineering, Aviation or Aerospace Engineering, Climate Change, Environmental Policy or equivalent degree with specialization in environmental regulation from an accredited institution.
- At least three (3) years’ work experience in environmental protection, compliance monitoring, and/or regulatory enforcement, preferably in the field of Air Transportation.
- Experience in policy development or capacity-building projects for climate change mitigation.
- ISO 14001 Environmental Management certification would be an asset.
- ICAO or IATA CORSIA-specific training would be an asset.
KEY TECHNICAL COMPETENCIES REQUIRED
- Sound knowledge in qualitative and quantitative research methodologies.
- Awareness of aviation operations, including flight data and fuel consumption reporting.
- Knowledge of carbon markets, offsetting mechanisms, and sustainability standards (e.g., ISO standards referenced in CORSIA).
- Sound knowledge of Database Management Systems and data analysis.
- Proficiency in report writing and regulatory documentation.
- Working knowledge of aviation environmental factors impacting the environment with respect to carbon emissions.
- Working knowledge of the Chicago Convention in relation to Annex 16 and the roles and responsibilities of Member States.
- Working knowledge of both Local and International Civil Aviation standards and regulations.
