Statement of Purpose

The Food Program Supervisor is responsible for working within the vision, mission and relevant
strategic priorities of Neighbours Community Homes (Neighbours) to oversee a comprehensive Food Program that addresses food insecurity among tenants. This role will design and implement
responsive services that meet the diverse food access needs, enhance tenants’ capacity, manage
partnerships with food banks and food service organizations, and facilitate information and referrals while fostering independence, community-building and social connection.

As part of the Support Services team, this position provides operational leadership within the
programs, ensures optimum use of resources, is accountable for the promotion and consistent
application Neighbours’ policies and practices, including the Collective Agreement, to ensure the areas of responsibility adhere to and promote the mission and principles of the organization, and works collaboratively and cooperates with other members of the management team to ensure the
organizational operates efficiently and effectively.

The Supervisor is a member of the Program Team reporting to the Program Manager. This position affects the lives of tenants and participants on a day-to-day basis. The incumbent must be able to operate under pressure and work outside regular office hours and on weekends. This is a non-
bargaining unit position.

QUALIFICATIONS

Work Experience/Education/Certifications

  • Bachelor's Degree in Nutrition Education, Chef Program, Hospitality, Hotel Management or similar discipline.
  • Experience working with marginalized people and people with mental illness, particularly in facilitating consumer-run programs.
  • 2 years’ experience in operating community-based food programs.
  • Experience in volunteer coordination and leadership development.
  • Minimum 2 year’s experience providing direct supervision to staff.

POSITION RESPONSIBILITIES

OPERATIONAL RESPONISBILITIES
Supervisory

  • Ensure staff receive regular supervision and adequate, ongoing training and education.
  • Performance management, including coaching, mentoring, goal setting and progressive discipline.
  • Review and approve staff lieu time, sick time, vacation requests and resolving any scheduling conflicts.
  • Conduct probationary and annual performance evaluations of each staff.
  • Schedule and assign tasks and ensure the workload is distributed amongst staff on the team.
  • Ensure staff on the team understand and adhere to organizational policies and procedures and engage in policy review and development.
  • Oversee the hiring of staff.
  • Oversee the orientation process for new staff.
  • Adhere to the responsibilities of a Supervisor under Neighbours’ Occupational Health and Safety Program.
  • Mediate disputes that occur between staff when necessary.
  • Ensure Program staff complete all required Treat notes accurately, thoroughly, and within established deadlines.
  • Ensure all Health and Safety documentation, including incident reports, is complete accurately, thoroughly and submitted in a timely manner.

Program Services

  • Work with Support Services staff to build a strong cohesive team across all program areas, including food, social recreation, community development, and skill development.
  • Oversee the scheduling and facilitation of regular meetings of the Program Team and ensure room booking, chairing, minute taking and distribution.
  • Promote a culture of dignity, inclusion and empowerment within all food-related services.
  • Work collaboratively and cooperate with other members of the Management Team to ensure the organization operates efficiently and effectively.
  • Monitor, evaluate and report at Staff Meetings and other meetings as necessary.
  • Perform other duties as assigned by the Program Manager.

Food Program

  • Be knowledgeable and up-to-date concerning trends, best practices and emerging issues related to food insecurity and the needs of tenants participating in the program.
  • Manage community kitchens and food-based programming that promote skill development in cooing, nutrition and budgeting across Neighbours buildings.
  • Ensure that health and safety standards are maintained in all kitchens in accordance with Public Health requirements.
  • Engage tenants in program design and delivery, including opportunities for participation as peer leaders.
  • Coordinate food procurement, storage, and distribution to ensure consistent access to safe, nutritious food.
  • Plan monthly menus and order all supplies required for meal preparation, document and account for food restrictions.
  • Design, organize and expand education and life skills programming related to food preparation, nutrition, budgeting and food security through accessible and community-based approach.
  • Develop Community Workers: Food Access for training tenants on topics related to food and nutrition.
  • Oversee food bank supply distribution across locations. Expand food bank access and operations to additional locations if appropriate.
  • Build and maintain contacts in the community, participate in relevant sector networks, and explore opportunities for collaboration and partnership within the sector to enhance food security initiatives and community building efforts.
  • Monitor program outcomes and adapt services to meet changing tenant needs and improve food security impact.
  • Organize food related events and outings, such as jam-making, baking, BBQs and market trips.
  • Involve tenants and the Tenant and Participant Advisory Committee (TPAC) in the planning and evaluation of the Food Program.
  • Coordinate and schedule staff across the organization to attend events, when necessary, in consultation with the Managers.
  • Identify and assist in the resolution of conflicts and crises encountered within the program. Refer issues to Support Workers, and the Program Manager when resolution is not achieved. Ensure timely submission of tenant incident reports.

Food Supply and Equipment Purchase, Inventory and Maintenance

  • Identify food suppliers and sets up accounts, ensuring best quality and prices are obtained.
  • Arrange service calls when necessary to ensure all kitchen equipment is functioning safely and efficiently.
  • Provide input into kitchen designs and large kitchen equipment purchases.
  • Ensure the inventory of kitchens supplies and food is maintained.
  • Ensure kitchen equipment is clean and in good working order and liaises with the Maintenance Coordinators for necessary maintenance and replacement.

Financial and Administrative

  • Prepare and recommend annual budget requests, authorize expenditures, monitor and work within budgets.
  • Prepare and submit travel and expense sheets monthly.
  • Prepare and submit all Food Program related funding submissions for review and approval by the Program Manager.
  • Follow internal controls to review and approve income and expenditures including cheque requisitions, petty cash float, use of company credit card, and Presto cards.
  • Prepare reports and maintain data on program utilization as required organizationally and by funders.
  • Collaborate with and support the Grant Officer to identify and prepare applications for food and nutrition related activities.
  • Manage financial responsibilities related to the program, including ordering supplies, processing invoices, monitoring expenditures, and supporting budget tracking and accountability.
  • Ensure optimum use of resources to maximize program reach, impact, and sustainability. Develop and recommend departmental strategies that aligns with the organization’s strategic plan, including policies and procedures that support high quality, inclusive food services.
  • Complete and maintain accurate group and individual notes in Treat, ensuring all relevant information is documented clearly, thoroughly, and in a timely manner.
  • Document any significant events, changes to services, health and safety and risk management.

ORGANIZATIONAL RESPONSIBILITIES

  • Be knowledgeable about and act within relevant legislation, including the Occupational Health and Safety Act, Ontario Human Rights Code, Accessibility for Ontarians with Disabilities Act (AODA), Residential Tenancies Act (RTA), Personal Health Information Protection Act (PHIPA), and Employment Standards.
  • Model the organizational values, policies and professional ethics, and demonstrate commitment to the strategic direction.
  • Demonstrate active support for organizational direction and priorities in own actions.
  • Proactively engage in program and organizational change activities.
  • Model and promote a culture where everyone is accountable for making sure decisions and goals are met and projects/tasks completed.
  • Identify and remove barriers to service excellence.
  • Participate in a work culture of positive thinking, initiative and creativity.
  • Commitment to improve professional knowledge to recognize trends and issues and deal with them effectively.
  • Develop and maintain collaborative working relationships with allied community agencies and professionals and participate in community committees and internal Neighbours committees as required.
  • Comply with the policies of Neighbours including those pertaining to the confidentiality of client information.
  • Participate in internal committees as assigned.
  • Keep the Manager informed and updated on relevant issues.
  • Participates in regular supervisory sessions with the Program Manager for the purpose of reviewing work expectations and performance evaluation.
  • Accountable for the promotion and consistent application of Neighbours policies and practices, including the Collective Agreement, to ensure the areas of responsibility adhere to and promote the mission and principles of the organization.

WORKING CONDITIONS

  • Exposure to household pests, bodily fluids, cleaning chemicals, individuals experiencing crisis, individuals who may be under the influence of substances, and some smoking environments.
  • Usually work in an office setting and in a team environment.
  • Working hours are 35 hours per week. Operate independently and work flexible hours including weekends and evenings as required by operational needs.
  • Travel to and work from other Neighbours locations as required.

As a condition of employment, a successful police record check for Vulnerable Sector is required. Candidates must be legally entitled to work in the country where this role is located.
