FUNCTIONThe Lands and Economic Development Manager is responsible for managing and coordinating the acquisition, disposition, and development of municipal lands, while advancing strategic economic development opportunities that support municipal revenue generation and sustainable community growth. This position requires knowledge of business development principles, real estate transactions, strategic planning, and relationship management.REPORTING RELATIONSHIPSReporting to: Executive DirectorGENERAL RESPONSIBILITIESLead and coordinate the acquisition, disposition, and strategic development of municipal lands, including negotiating agreements with landowners, developers, and other parties, managing land transactions, and advancing projects that generate municipal revenue, in accordance with applicable legislation, municipal policies, and Council-approved authoritiesServe as the primary municipal contact for industrial land sales and industrial park development opportunities, including collaboration with the Kitselas First Nation joint venture, to foster economic growth, diversification, and long-term revenue generation.Provide strategic advice and facilitate engagement with senior management, Council, Indigenous governments, and other key stakeholders on land transactions, development initiatives, and other matters with significant financial, operational, strategic, or reputational implications for the organization.Position and promote City-owned lands for development opportunities, highlighting Terrace as an attractive location for investment, business expansion, and sustainable growth.Develop and implement strategic initiatives focused on maximizing municipal revenue through strategic land development, investment attraction, and related economic development opportunitiesLead the negotiation, administration, and management of municipal lease agreements, ensuring compliance with applicable legislation, municipal policy, and Council-approved terms and conditions.Serve as the strategic municipal contact for regional industrial projects, coordinating with proponents, industry representatives, and external partners to advance economic opportunities and municipal interests.Build and maintain strategic relationships with provincial, federal, and Indigenous governments, ensuring effective communication, collaboration, and alignment on economic development and land use matters.Analyze economic, demographic, land use, and market data to identify growth opportunities, support business cases, and inform long-term development strategies.Prepare regular reports, recommendations, and presentations for senior management and Council regarding economic development matters, strategic opportunities, policy considerations, development opportunities, and long-range planning.Collaborate with internal departments, Rights and Title Holders, community organizations, business associations, industrial project proponents, and various other stakeholders to foster economic growth, strategic partnerships, and mutually beneficial development opportunities.Manage assigned budgets, contracts, and project timelines, ensuring projects are delivered effectively and in accordance with municipal requirements.QUALIFICATIONS / EXPERIENCEPost-secondary education in Business Administration, Logistics, Planning, Real Estate, Public Administration, or a related field.Minimum five years of progressively responsible experience in economic development, business development, real estate, land management, or a related field, with demonstrated experience in land acquisition, disposition, and development.Knowledge of business development principles, municipal operations, land use planning, and real estate transactions.Demonstrated ability to communicate effectively, negotiate successfully, and build and maintain productive relationships and partnerships with Rights and Title Holders, government agencies, industry representatives, and community partners.Strong analytical and strategic planning skills, with the ability to interpret market information, evaluate land use opportunities, prepare business cases, and assess economic impacts.Experience delivering presentations and communicating complex information clearly and confidently to elected officials, senior management, government representatives, industry stakeholders, and the public.Ability to build and implement development strategies that support sustainable economic growth, municipal revenue generation, and community objectives.Knowledge of relevant legislation, regulations, and policies related to land use, real estate transactions, economic development, and municipal governance.Demonstrated understanding of First Nations reconciliation, Indigenous rights and interests, and First Nations economic development, including the unique opportunities, responsibilities, and partnership approaches associated with Indigenous economic development initiatives.The above statement is a general description of the principal functions of the
