This is a unique opportunity for an experienced and strategic leader to join Toronto Water and play a pivotal role in strengthening the Division’s environmental compliance, occupational health and safety, quality management, risk management, and emergency preparedness programs.


Reporting to the Director, Environment, Energy and Emergency Planning, the Manager, Environmental Health & Safety Compliance provides senior-level strategic and expert advice to advance a culture of safety, compliance, preparedness, and continuous improvement across a large and complex operational environment.


The successful candidate will lead multidisciplinary teams, oversee the development and implementation of integrated environmental, health and safety, emergency planning, business continuity, and quality management programs, and build strong partnerships with internal stakeholders, regulators, and emergency management partners.


This role is ideal for a collaborative and results-oriented leader with a proven ability to lead people, manage complex programs and organizational change, influence strategic decision-making, and enhance organizational resilience and regulatory compliance.


Responsibilities

  • Lead Toronto Water’s environmental compliance, occupational health and safety, quality management, risk management, and emergency preparedness programs.
  • Provide direction to a multidisciplinary team, fostering a strong culture health and safety, environmental stewardship, accountability, innovation, continuous improvement and operational excellence across Toronto Water.
  • Develop, implement, and continuously improve divisional environmental, health and safety, emergency preparedness, and compliance frameworks, policies, standards, and procedures.
  • Serve as Toronto Water’s designated Quality Management System (QMS) representative, ensuring compliance with legislative requirements and management system standards.
  • Lead the division-wide emergency management program, including emergency planning, preparedness exercises, risk assessments, and business continuity initiatives.
  • Provide leadership during emergency, incident, and regulatory response activities, including serving as the divisional Incident Management System (IMS) liaison.
  • Oversee environmental and health and safety compliance monitoring, auditing, inspections, investigations, corrective actions, and continuous improvement programs to ensure compliance with applicable legislation and regulatory requirements.
  • Advise senior leadership on compliance risks, regulatory developments and changes, emergency preparedness, and program improvement opportunities.
  • Build and maintain effective relationships with regulators, emergency management partners, auditors, government agencies, and internal stakeholders to support compliance and operational excellence.
  • Lead strategic planning, performance measurement, and special projects that enhance environmental stewardship, workplace safety, and organizational readiness.
  • Oversee the day-to-day operations of the unit, including workforce planning, work quality, performance management, attendance management, staff development and labour relations.
  • Develop and manage the unit's operating budget, ensuring effective stewardship of resources and achievement of business objectives.


Key Qualifications

  1. Post-secondary education in Environmental Science, Engineering, Occupational Health & Safety, Emergency Management, Public Administration, or a related discipline; relevant professional designations or certifications are considered an asset.
  2. Extensive progressive management experience in environmental compliance, health and safety, emergency management, risk management, quality management systems, or a related field.
  3. Demonstrated experience leading, motivating, coaching, and developing multidisciplinary teams including professional, technical and unionized staff.
  4. Considerable supervisory experience, including performance evaluations, assignment of work and resources and budgets.
  5. Strong knowledge of applicable environmental, health and safety, emergency management, and drinking water and wastewater legislation and regulatory requirements including the Safe Drinking Water Act, Occupational Health and Safety Act, Environmental Protection Act, Ontario Water Resources Act, Fisheries Act, Transportation of Dangerous Goods Act, and Emergency Management and Civil Protection Act.
  6. Demonstrated experience developing, implementing, and continuously improving management systems, policies, standards, and compliance programs in government or related agencies, including ISO-based frameworks such as ISO 9001 Quality Management Systems, ISO 14001 Environmental Management Systems, ISO 45001 Occupational Health and Safety Management Systems, Hazard Analysis and Critical Control Point (HACCP), Ontario Drinking Water Quality Management system and continuous improvement frameworks.
  7. Demonstrated experience in emergency preparedness, business continuity, risk assessment, incident management, and organizational resilience.
  8. Strong understanding of compliance auditing, regulatory inspections, investigations, corrective action programs, compliance monitoring, and continuous improvement initiatives.
  9. Strong financial, project, and program management skills, including experience managing budgets, performance measures, and strategic initiatives.
  10. Excellent communication (report writing and public speaking skills), stakeholder engagement, collaboration, facilitation, negotiation, influence and issue management skills, with regulators, emergency management partners, senior leaders, operational staff regulators, and external partners to build effective partnerships.
  11. Proven ability to lead organizational change, manage competing priorities, and foster a culture of safety, accountability, inclusion, and continuous improvement.
  12. Demonstrated strategic thinking, analytical, and problem-solving skills, with the ability to assess risk, interpret data, and provide evidence-based recommendations to support organizational objectives.
  13. A valid Class “G” Driver’s License for the Province of Ontario
