As the Traffic and Transportation Technologist, you will support the planning, operation, and improvement of Norfolk County’s transportation network by analyzing traffic and collision data, investigating road safety concerns, and developing technical recommendations. You’ll lead transportation programs and help deliver projects that enhance roadway safety, mobility, and public confidence in the County’s infrastructure.

Duties and Responsibilities:

  • Respond to, review, and produce recommendations to resolve road safety and operational concerns received through the public, staff, and Council.
  • Complete technical warrants and produce recommendations for traffic control, pedestrian crossings, speed limits, and other transportation network related elements in accordance with industry guidelines, best practices, and corporate policies, standards, and by-laws.
  • Undertake field investigations and recommend improvements related to traffic operations and safety, and roadway illumination.
  • Support the review and provide comments on traffic impact studies in liaison with Development Engineering and Planning staff.
  • Assist in the preparation of procurement documents for consulting assignments and acquisition of products and construction services.
  • Assist in the development of the annual traffic data collection program and oversee contractor activities. Coordinate and lead internal data collection, including conducting and analysing traffic studies.
  • Lead internal transportation related programs such as, but not limited to, In-Road Speed Signs, Digital Speed Signs, and roadway safety and traffic control reviews.
  • Support the implementation of recommendations from master plans and transportation related reports and studies.
  • Develop, maintain, and coordinate the implementation of traffic signal timing.
  • Maintain the County’s database of traffic data, operational reviews, collision records, and legal traffic control drawings and documentation.
  • Prepare and issue work orders for implementation by internal staff and contracted services. Provide occasional inspection duties to ensure work is complete and conforms to County standards and specifications.
  • Assist the Project Manager on technical matters regarding design, traffic data analysis, and preparation of terms of reference, council report, and by-laws.
  • Perform other duties as assigned.

Requirements

Knowledge and Experience:

  • Three-year (3) Community College program in Civil Engineering – Transportation, Transportation Engineering, or relevant education
  • Minimum one (1) year relevant experience in traffic or transportation engineering or similar field with direct exposure to traffic engineering principles, roadway safety and completing transportation warrants.
  • Demonstrated experience with the understanding and application of relevant acts, regulations, guidelines and standards, including the Ontario Traffic Manuals, Transportation Association of Canada Guidelines, Highway Traffic Act, and Ontario Provincial Standard Specifications and Drawings.
  • Certified under OACETT as Certified Engineering Technologist (CET) or Technician (C-Tech), or must have ability to obtain within 18 months from date of hire. License under the Ontario Professional Engineers Act (including Engineering Interns) would be accepted.
  • Valid Ontario driver’s license (G) and access to a reliable vehicle.

Skills and Abilities:

  • Proficient with Microsoft Office suite and department specific software such as: Synchro, AutoCAD, GIS, TES.
  • Knowledge of safe work practices related to job responsibilities and the work environment, including a basic understanding of the Occupational Health and Safety Act.
