Position Overview: We are seeking an experienced Business Systems Analyst (BSA) to support a strategic regulatory compliance initiative focused on automating New York State (NYS) employment tax compliance processes. The successful candidate will work closely with Payroll, Global Mobility, Finance, Technology, and external vendors to gather requirements, analyse existing business processes, and define system enhancements that automate tax withholding, payroll processing, travel tracking, and compensation reporting. This role requires strong experience with SAP US Payroll (BSI Tax Factory), regulatory compliance, system integrations, and business analysis within a highly regulated financial services environment.

Key Responsibilities

1. Business Analysis & Requirements Gathering

• Conduct workshops and interviews with Payroll, Global Mobility, Finance, Technology, Concur, EY, and other business stakeholders.
• Gather, analyse, and document business, functional, and technical requirements.
• Document current-state (As-Is) and future-state (To-Be) business processes.
• Perform gap analysis between existing processes and regulatory requirements.
• Prepare Business Requirement Documents (BRDs), Functional Requirement Documents (FRDs), process flows, and functional specifications.
• Validate and obtain sign-off on requirements from business and technical stakeholders.

2. SAP Payroll & Tax Analysis

• Analyse SAP US Payroll configuration, including BSI Tax Factory.
• Review payroll tax calculations and NY State withholding configuration.
• Evaluate wage types, tax sourcing rules, and trailing compensation processing.
• Identify configuration gaps and recommend system enhancements.
• Collaborate with Solution Architects during solution design and implementation.
• Validate payroll data mappings and transformation rules.

3. System Integration Analysis

Define business and integration requirements across enterprise systems, including:

• SAP Payroll
• Concur Travel & Expense
• EY Mobility Platform
• Badge Access Systems
• Payroll Systems
• SFTP Interfaces
• Responsibilities include:
• Documenting end-to-end data flows.
• Defining interface requirements.
• Identifying validation rules.
• Supporting reconciliation processes.
• Establishing SLAs and processing timelines.
• Working with technical teams on integration specifications.

4. Regulatory & Tax Compliance

Translate regulatory requirements into business and system requirements covering:

• NY State employment tax withholding
• Non-resident wage allocation
• Business traveller taxation
• Trailing compensation
• Deferred compensation
• Relocation taxation
• Remote work taxation
• Ensure all documentation is audit-ready and compliant with regulatory standards.

5. Location & Travel Data Analysis

Define requirements for capturing employee work locations through:

• Badge swipe systems
• Travel booking systems
• Remote work records
• Alternative location data sources (where applicable)
• Document:
• Data elements
• Validation rules
• Reconciliation processes
• Employee verification workflows
• Reporting requirements

6. Compensation & Third-Party Integration

Gather and document requirements for transmitting payroll and compensation data to third-party tax compliance platforms, including:

• Total earnings
• Bonus payments
• Trailing compensation
• MTI
• Payroll adjustments
• Off-cycle payments
• Define:
• Data mapping
• File layouts
• SFTP specifications
• Validation rules
• Processing schedules
• Data governance requirements

7. Stakeholder Management

• Act as the liaison between business and technology teams.
• Facilitate workshops, requirement review sessions, and solution discussions.
• Manage requirement validation and stakeholder sign-offs.
• Resolve requirement ambiguities and escalate project risks when required.
• Provide regular status updates to project leadership.

Required Qualifications

• 5+ years of experience as a Business Systems Analyst.
• Experience working within Banking, Financial Services, or another regulated industry.
• Strong experience with SAP US Payroll and BSI Tax Factory.
• Solid understanding of payroll tax calculations and withholding processes.
• Experience documenting business, functional, and technical requirements.
• Experience supporting enterprise system integration projects.
• Strong analytical, documentation, and problem-solving skills.
• Excellent communication and stakeholder management skills.
• Ability to translate regulatory requirements into system and business solutions.

Preferred Qualifications

• Experience with New York State employment tax compliance.
• Experience with Concur Travel & Expense.
• Knowledge of EY Mobility Platform or similar tax compliance solutions.
• Experience with badge tracking or employee location management systems.
• Experience delivering regulatory compliance or audit remediation initiatives.
• Knowledge of deferred compensation and relocation tax processes.
