The Access and Privacy Compliance Officer is responsible for ensuring the municipality meets all obligations under applicable privacy and access legislation, including the Access to Information Act (ATIA) Protection of Privacy Act (POPA). This role provides expert advice, oversees privacy risk management, and leads the development and implementation of access and privacy policies, procedures, and training.
• Serve as the municipality’s ATIA and POPA Coordinator and primary contact for privacy matters.
• Administer major access to information requests, including intake, review, redaction, and response preparation.
• Conduct privacy impact assessments (PIAs) and advise departments on privacy risks and mitigation strategies.
• Develop and maintain privacy policies, procedures, and provide feedback on retention schedules.
• Lead investigations into privacy breaches and coordinate reporting and remediation.
• Provide training and guidance to staff and Council on privacy obligations and best practices.
• Monitor legislative changes and ensure organizational compliance.
• Provide feedback on records management initiatives and digital information governance.
• Provide guidance to departments on record retrieval, search expectations, and disclosure obligations.
• Advise departments on privacy considerations related to new technologies, programs, contracts, and data sharing agreements.
Education:
• Post secondary degree in Public Administration, Law, Information Management, or a related field.
Certification:
• Certification in privacy (e.g., CIPP/C, CIPM, University of Alberta IAPP Certificate) considered an asset.
Knowledge & Experience:
• Minimum 3–5 years of experience in access and privacy compliance, preferably in the public sector.
• Experience conducting PIAs, managing access requests, and handling privacy breaches.
• Strong communication skills, with the ability to explain complex legislation in practical terms.
• High attention to detail and ability to manage sensitive and confidential information.
