Reporting to the Director, Emergency Management & Resilience, the Portfolio Manager will support the day-to-day effort on multiple strategic and tactical initiatives within the operations and resilience portfolio.

Included in their duties, the Portfolio Manager will be responsible for the management of the Welcome Desk service and associated guest services team. Through this work, the Portfolio Manager will liaise with RRU finance, IT services, student services and the people and culture team to ensure all front-line transactional requirements are effectively delivered. The Portfolio Manager role requires a strong understanding of the rationale behind business practices associated with the space and on-campus accommodation booking system.

The Portfolio Manager plays a critical role within the team, providing support to initiatives led by the AVP as well as the Director of Emergency Management & Resilience, advancing objectives around maturing of RRU’s risk-aware, resilient and efficient approach to the planning and completion of all work assignments and routine operations.

The Portfolio Manager will be the team lead on all policy work, whether it be renewal of existing policies or development of new policy statements, procedures, standards and associated documentation. Through this work, the Portfolio Manager will lead consultations relevant to policy work and represent the Operations and Resilience team in discussions led by other organizational policy owners.

The Portfolio Manager will provide direct organizing and coordination support as well as the tracking of progress within the following program areas: campus use, space planning and management, parking management, emergency planning and preparedness.

The Portfolio Manager will be responsible for effective records management and document control within the portfolio.

The Portfolio Manager will be the lead on communications, including the Operations and Resilience web presence. Working collaboratively with the AVP Operations and Resilience, the Portfolio Manager is expected to seek out and develop strong collaborative partnerships with key stakeholders (internal and external), “clients” and key decision makers related to this work.

Job Requirements
  • Bachelor’s degree and/or an equivalent of 5 years’ related business experience
  • Human resources management skills with proven ability to recruit, hire, train and monitor performance management to promote positive staff engagement
  • Sound knowledge of RRU’s mission, vision, business strategy and current program offerings
  • Ability to think critically and be accountable for outcomes
  • Excellent administration skills, with ability to create and implement effective processes, trouble-shoot emerging issues, and where appropriate, cross-train with others
  • Experience with business process improvement work – identifying gaps and options for change
  • Policy analysis and policymaking process experience
  • Superior communications skills and the ability to convey complex concepts in clear and concise language (verbally and in writing, through conventional and online channels) with a variety of audiences at all levels of the organization
  • Advanced writing skills with a strong appreciation for the value of effective communications and associated best practices
  • Superior interpersonal and communication skills and strong track record of effective coordination and collaboration with other business units/departments and stakeholders
  • Ability to be a “coach”, inspire support and manage conflict that may arise when capacity is stretched, amongst matrixed team members in service to the overall portfolio goals
  • Well-developed work ethic and attention to detail with a commitment to and interest in managing a broad array of duties spanning from repetitive, routine tasks to complex matters
  • Demonstrates an ability to identify and take initiative when appropriate, and when to escalate questions or emerging issues
  • Financial literacy with an ability to exercise sound judgement when dealing with budget and contract management matters
  • Uses tact and discretion in the workplace, and understands its importance in relation to the broad responsibilities of the both the Operations and Resilience portfolio and work of the University Executive
  • Extensive experience managing ambiguity, working in a fast-paced, resource-challenged, frequently changing work environment, and at the same time, demonstrates a positive, professional and engaging approach to work, and the workplace with an unwavering dedication to quality
  • Proficiency with Microsoft products/software, SharePoint and other technology applications and aptitude to assess and deploy new and advancing forms of technology in routine workflow

Additional assets will include:

  • Experience working in the post-secondary sector
  • Experience (paid or volunteer) in the domain of emergency planning and preparedness
  • A Microsoft Excel “super user” and/or experience with MS Project
  • Experience working on business process reengineering initiatives, and/or LEAN or Six Sigma training
  • A recognized project management credential would be an asset for this role
Additional Information This is a temporary, full-time position working 37.5 hours per week for a term to March 2027. This position has been evaluated at MPT-D with a salary range of $86,955 (minimum) to $102,200 (midpoint) to $117,444 (maximum) per annum. Employment offers will normally be made between the minimum and midpoint of the range and are determined by knowledge, experience and internal equity.
