About This Opportunity

The Adjudicative Tribunals Counsel plays a pivotal role in supporting the integrity, fairness, and effectiveness of CPA Ontario's independent adjudicative process. As a trusted legal advisor, you will provide expert guidance on administrative law, evidence, and procedure across matters before the Discipline, Appeal, Admission and Registration, and Capacity Committees.

Working at the intersection of professional regulation and public interest, you will help shape tribunal practices, lead initiatives that advance adjudicative excellence, and drive continuous improvement in processes, policies, and procedures. You will also provide leadership and mentorship within the Tribunals Office, supporting a team of legal professionals dedicated to upholding high standards of fairness, transparency, and accountability.

This role reports to the Executive Vice-President and Head of Adjudicative Tribunals.

What You’ll Be Doing

Proceedings Management

  • Assist with managing all aspects of the adjudicative process in proceedings before the Discipline, Appeal, Admission and Registration and Capacity Committees of CPA Ontario.
  • Provide legal support to the Tribunals Office, and support adjudicators by advising on regulatory requirements as set out in the applicable governing documents, and by advising on complex legal matters.
  • Assist with Adjudicative Committee Succession Planning and support the necessary onboarding, orientation, and continuing development for over 40 adjudicators, including developing and delivering content.
  • Support quarterly reporting to Council (Board of Directors) on key matters for the Tribunals, including decisions and orders, progress on strategic initiatives, and emerging issues.

Tribunals Office Leadership

  • Provide advice and guidance to the team and ensure accurate issuance, posting, and dissemination of tribunal documents and correspondence. Oversee newspaper publication as required under the terms of disciplinary orders.
  • Represent the Tribunals Office in organization-wide consultations, projects and initiatives.

Tribunal Processes and Procedures

  • Lead the development of Tribunal templates, policies, procedures, guidelines, and practice directions. Support the creation and implementation of Tribunals Office processes and controls.
  • Consider, craft and recommend amendments to CPA Ontario’s Regulations and Rules of Practice and Procedure to enhance adjudicative processes.

To Be Successful You Need

  • Doctor of Law (JD) or LLB (Bachelor of Law). You must be called to the bar and able to practice law in Ontario.
  • Minimum 7 years of directly relevant experience and a knowledge of CPA Ontario’s Code of Professional Conduct, Bylaws, Regulations, and Rules of Practice and Procedure.
  • Familiarity with or experience supporting a regulatory tribunal, including demonstrated in-depth professional regulatory knowledge and disciplinary processes.
  • Sound legal problem-solving and analysis skills regarding the application of regulations, bylaws, policies, and strategies.
  • Experience drafting, reading, and comprehending legislation and other governing documents in administrative law, including rules, and administrative tribunal or court decisions and procedures, and the ability to summarize complex information clearly and concisely.
  • Experience working with senior leaders, including providing legal determinations and advice.
  • Excellent critical judgment, understanding, analytical, and problem-solving skills.
  • Proactive, organized self-starter able to handle a variety of duties and responsibilities, determine priorities, and meet deadlines.
  • Strong interpersonal and communication skills (verbal and written) and the ability to deal with diverse groups with tact, diplomacy and discretion and to appreciate the confidential nature of the information the role is exposed to.
  • Prior experience reporting on KPIs to senior levels of an organization would be an asset.

Salary Range

  • The targeted starting salary for this position is $162,100 annually, which reflects the middle of the compensation range. Actual salary offered will be determined based on qualifications, experience, and internal equity.
