About Us: The Planning and Budget Office supports the University’s long-term success in budget planning, enrolment management, institutional research, and data governance. We provide strategic oversight of the University’s operating budget and enrolment planning processes, helping to ensure that resources are aligned with institutional priorities and academic goals.


Working closely with the Vice-President and Provost, we develop and maintain comprehensive multi-year models that project enrolment trends, revenues, and expenditures. These analyses inform decision-making and support the development of a sustainable and responsive University budget.


Our office is committed to partnering with academic and administrative divisions across the University to support planning, resource management, and informed decision-making. We provide guidance and expertise on matters related to enrolment planning, tuition fees, operating budgets, and a wide range of strategic, financial, and policy issues.

Your Opportunity: The Director, Academic Planning and Analysis is a highly visible leadership role that sits at the intersection of academic planning, financial strategy, institutional research, and data-driven decision-making. Reporting to the Executive Director, Budget Administration and Institutional Planning, the Director leads the Academic Planning and Analysis team and serves as a trusted adviser to senior leaders across the University.


This is a unique opportunity to influence strategic decision-making at one of the world’s leading research universities. The Director plays a central role in shaping institutional priorities by providing expert analysis and advice on academic budgeting, enrolment planning, resource allocation, and policy development. Working closely with senior administrators, Deans, and divisional leaders, the incumbent helps guide decisions that have a significant impact on the University’s academic and financial future.


The University operates with an activity-based budget, and the Director oversees the academic budget allocation model, carrying out detailed analyses of activity-based revenues and costs, managing the Provost’s annual academic budget review process, and co-ordinating annual University Fund allocations. The incumbent provides advice, analysis, and support to senior leaders in academic divisions during the planning process and throughout the year.


The role offers the opportunity to apply deep expertise in data analysis, enrolment planning, higher education funding, and public policy within a complex and collaborative environment. The successful candidate will engage with a broad range of stakeholders and translate complex financial and analytical concepts into meaningful insights that support planning and decision-making at all levels of the University.


The Director will also play a in important role in working with provincial funding and policies. This includes responsibility for overseeing government operating grants, preparing annual budgets, managing details on enrolment funding, advising on government reporting, and liaising with Government Relations on advocacy. The incumbent should have experience with government policies impacting post-secondary institutions and will provide support on institutional responses to tuition frameworks, Strategic Mandate Agreements, OSAP and student aid decisions, funded expansions, and emerging legislation and government directives.

The position also offers the opportunity to build organizational capacity through communication, training, and stakeholder engagement. By promoting understanding of budget models, planning processes, and institutional data, the Director contributes to a culture of transparency, accountability, and informed decision-making across the University community.


Minimum Qualifications:


I. EDUCATION:


Undergraduate Degree in Commerce, Economics, Statistics, Mathematics (or equivalent), and
Professional Accounting designation or Master’s degree (or equivalent).

II. EXPERIENCE:


Seven to ten years’ related experience in a complex higher education environment at a senior level. Solid knowledge of relevant and complex university policies, budgetary and financial procedures, enrolment management, financial aid and research issues. Experience collaborating and interacting with senior administrators and providing advice and expertise. Experience in report writing and delivering presentations. Experience in negotiating sensitive and complex financial agreements. Experience in team building, training and managing staff.

• High energy level and ability to simultaneously lead multiple complex projects
• In-depth understanding of all aspects of University organization, inter-relationships, policies and procedures, particularly financial and enrolment matters
• Broad network of University contacts: ability to deal with senior level University administrators as peers, ability to deal with Ministry of Colleges, Universities and Research Security, and Council of Ontario Universities contacts
• Ability to work in ambiguous situations, multiple interruptions, conflicting deadlines
• Ability to work in conflict and pressure situations
• Detail-oriented, strong analytical and conceptual thinking
• Little direct supervision
• Knowledge of AMS systems: FIS and HRIS
• Knowledge of student system: ROSI
• Excellent working knowledge of MS Office suite of products: Word, Excel, PowerPoint
• Ability to use data in Tableau and Power BI platforms
• Commitment to diversity and equity
