Job Description

Job Title: Applications Architect Intermediate
Client: Justice Technology Services
Ministry: Ministry of Public and Business Service Delivery and Procurement
Location: 21 College Street, Toronto, Ontario
Work Model: Onsite

Scope:

• Support the integrity of the business applications, architectures, and ensure that development is to standard, documentation is compliant and performing application design
• Provide leadership on Enterprise Architecture artifact needs and support to the business and other team members

Deliverables:

• Draft solution design and detailed technical solution design for applications built using packaged products on cloud
• Develop architecture artifacts for enterprise-level architecture checkpoints and gating (e.g., Business Architecture Document, Solutions Architecture Document, Solution Requirements Document, and Information Architecture Document)
• Produce visual depiction of use cases and process flows; ensure alignment with the program area and associated business architecture, as well as traceability to solution logical and physical architectures. Create, review, provide input and support of Enterprise Architecture artifacts for ARB as required
• Logical/Physical Data Model, Data Dictionary and CRUD Matrix documentation
• Document the standard communication protocol and interfaces for external partners
• Develop onboarding documents
• Assist with system and user interface design and modifications (data & screen) as required
• Lead the cloud security assessment effort and mitigation plans for any identified security risks
• Review privacy and security related reports to ensure privacy and security considerations and concerns are addressed in the architecture artifacts; Establish traceability matrix to monitor output
• Review all test scenarios to ensure the requirements are met; establish traceability matrix to monitor output
• Assist in metadata/test data creation and maintenance, and prepare data packages for implementation by the Database Administrator
• Ensure alignment and adherence to Ministry processes and standards
• Support the testing team during system and UAT testing
• Participate in knowledge Transfer

Experience and Skill Set Requirements

Skills and Knowledge:

• Experience with leading information technology (IT) architecture, enterprise architecture frameworks, strategies and methodologies within a variety of domains such as Business, Technology, Application, and/or Security
• Experience with planning, design, delivery and implementation of architecture solutions for large scale, complex, multi-year I&IT projects required to meet the critical business requirements of our ministry client(s) impacting external stakeholders
• Experience leading project's Gating and enterprise level Architecture Review Board activities for different stage of the project and getting the necessary approval
• Knowledge of Solution design and Business Analysis experience at the specified level in large IT organizations

Mandatory Requirements:

• At least 10 years of experience
• Experience in structured methodologies for the design, development, implementation and maintenance of applications

• Experience in using technical solution design and prototyping tools to assist in JAD and design sessions with stakeholders

Criteria 1 Technical Experience / Skills (40 points)

• Experience in technical and functional design and architecture, especially for applications on Cloud and SaaS, experience with cloud technologies
• Experience leading technical teams to ensure solution design adherence for all phases and aspects of a large-scale integrated projects
• Deep understanding of application architecture patterns (e.g., layered, microservices, event-driven)
• Expertise in designing and consuming RESTful and Web Services APIs
• Strong knowledge of integration patterns and tools
• Strong grasp of enterprise security principles and application security best practices
• Knowledge of leading industry and enterprise-level best practices and standards in architecture, software and systems engineering, design and development tools and techniques, and software lifecycle methodologies
• Knowledge of enterprise IT strategy development, business process modelling, data modelling, and/or information management, business analysis, design and process re-engineering

Criteria 2 Architecture Knowledge / Experience (35 points)

• Experience in the development of business, solution and information architectures and the use of architecture modeling tools such as Power Designer and Enterprise Architect
• Experience developing architecture artifacts for enterprise-level architecture checkpoints and gating (e.g., Business Architecture Document, Solutions Architecture Document, Solution Requirements Document, and Information Architecture Document)
• Experience in the use of business architecture and modeling software such as Power Designer, Enterprise Architecture
• Demonstrated experience in solution design and architecture
• Experience planning and coordinating all phases of complex architecture for systems supporting both internal/external clients and stakeholders
• Experience with reviewing privacy and security related assessment reports to ensure privacy and security considerations and concerns are addressed in the architecture artifacts; Establish traceability matrix to monitor findings

Criteria 3 Communication skills (20 points)

• Ability to communicate complex technical concepts to non-technical stakeholders, including executives, business leaders, and product owners
• Proficient in creating and presenting architecture documentation
• Skilled at articulating technical rationale behind architecture choices to development teams, security teams, and infrastructure personnel
• Ability to lead and facilitate architecture review boards, design sessions, and technical workshops
• Strong technical writing skills for authoring architecture specs, design patterns, integration guides, and governance policies

Criteria 4 Public Sector Experience (5 points)

• Demonstrated experience in working in accordance with policies and procedures of Ontario Public Service would be an asset

Knowledge Transfer Knowledge to be Transferred:

• All documentation relating to Architecture, detailed system design, program specifications, all modifications and enhancements, and supporting documents

Knowledge to be Transferred to:

• Project Manager/Team Members

Details of Transfer:

• 1:1 meetings / team meetings / documentation on SharePoint site, throughout the duration of the project life cycle etc

MUST HAVES:
