We are recruiting an experienced Project Control Officer for our client. This is a long term contract role. Please see the details below


Governance, Gating & Pipeline Management

  • Coordinates and facilitates weekly PMO Gating meetings end-to-end — from agenda preparation to outcome communication ensuring gating inputs are complete, decision-ready, and operationally sound.
  • Manages Project Center workflow updates following Initiation, Detailed Evaluation, and Closed Gating decisions, maintaining the integrity of the project lifecycle in PMO tools.
  • Maintains and updates the gating calendar; confirms gating dates with Project Managers and ensures pipeline alignment on a weekly basis.
  • Supports adherence to PMO governance frameworks, methodologies, and standards across all portfolios; identifies recurring intake and gating bottlenecks and recommends improvements.
  • Supports preparation and review of project gating documentation, supporting PMs and IT Leads in preparing for gating reviews.
  • Performs QA and consistency review of the IT Monthly Portfolio dashboard to ensure data integrity and governance compliance.
  • Supports quarterly governance reviews and portfolio health assessments, providing analytical inputs and identifying exceptions.

PMO Tools, Data Integrity & Process Optimization

  • Acts as a power user and subject matter expert for PMO tools (SharePoint, Project Online, MS Project), ensuring accuracy and integrity of portfolio data across all platforms.
  • Provides expert guidance to Project Managers and Leads on PMO processes, procedures, tools usage, and project controls best practices.
  • Supports PMs/Leads with task assignments, plan updates, and resource loading in MS Project.
  • Loads portfolio ad hoc projects and budgets into PMO tools; manages project entry for annual planning and ongoing intake.
  • Identifies gaps in data quality, workflows, and control mechanisms and drives process optimization initiatives.
  • Manages PMO tool licenses and access rights for urgent operational needs.
  • Participates in a project to transition from MS Project Online to ServiceNow PPM

Financial Governance & Portfolio Controls

  • Extracts project financial actuals (Capex) and performs monthly financial reconciliation across the portfolio, ensuring alignment between actuals, forecasts, and invoice trackers.
  • Reconciles project financials — actuals vs. ETC vs. EAC vs. baseline — and performs variance analysis to support financial decision-making.
  • Drafts Project Approval Requests (PAR) for Corporate and Canada Capex projects following DE Gate approval.
  • Performs timesheet compliance review and reporting on a monthly basis, running standard compliance reports.
  • Supports the monthly financial summary and consolidation cycle, working closely with the Portfolio Manager and IT Business Partners.
  • Monitors and validates project budgets, forecasts, and accruals; resolves discrepancies and ensures timely processing.

Portfolio Reporting & Executive Communication

  • Supports preparation and quality assurance of IT Project Portfolio Reports for Gating Participants, ITL, and Presidents — ensuring data is accurate and executive-ready.
  • Updates and validates project KPIs and health status on a monthly basis; performs KPI reporting follow-up for weekly Projects on Watch.
  • Reviews and supports Projects on Watch updates including headline dates; proactively contacts PMs to validate status and escalate risks.
  • Conducts Go-live Calendar reviews — sanity checks targeted close and go-live dates across the portfolio.
  • Prepares and communicates the 'Projects On Watch' report and contributes to SLT and Quarterly Executive report preparation.
  • Consolidates updates and prepares materials for bi-weekly portfolio review meetings with IT Business Partners.
  • Turns PMO data into management insight — supports trend analysis, exception identification, and focused portfolio decision support.
  • Performs portfolio dashboard sanity checks — validates active projects, schedule alignment, go-live dates, and closures.
  • Performs RCM Analytics and Reporting at the project level to maintain capacity visibility.

Resource & Project Manager Support

  • Responds to ad hoc queries from Project Managers and Portfolio Managers across the portfolio, providing expert guidance and resolution.
  • Supports Project Managers on resource plans for individual portfolios on a bi-weekly basis.
  • Supports PMs with guidance on PMO processes, procedures, and delivery methodology to ensure successful project execution and adherence to governance standards.
  • Performs resource allocation sanity checks prior to bi-weekly portfolio reviews, identifying conflicts and capacity exceptions.
  • Identifies resource conflicts and capacity issues across portfolios and escalates for decision-making.



Qualifications:

  • Degree in Information Systems, Business Administration, or related field, or equivalent work experience.
  • 7+ years of progressive PMO, project controls, or portfolio management experience in an IT environment.
  • Demonstrated specialist-level expertise in PMO governance, stage-gate processes, project controls, and financial tracking.
  • Advanced proficiency in MS Office (Word, PowerPoint, MS Project Online, Excel), SharePoint, and Power BI.
  • Strong experience with project financial management — Capex budgeting, invoicing, variance analysis, EAC/ETC reconciliation, and accruals.
  • Proven ability to own complex PMO control and planning activities end-to-end with minimal supervision.
  • Excellent analytical skills with the ability to turn data into actionable management insight — trend analysis, exception reporting, and decision support.
  • Strong communication and interpersonal skills; ability to provide updates to Director and VP levels; adept at building relationships with internal teams and external partners.
  • Experience working in multiple time zones and with global teams is an asset.
  • Ability to operate in complex, fast-paced project environments with interdependencies spanning multiple workstreams, business divisions, geographies, and languages.
