Position OverviewWe are seeking an experienced Senior Business Analyst to support a large-scale digital transformation initiative focused on Health and Social Services delivery. The successful candidate will play a key role in the development and enhancement of a Salesforce-based case and care management platform supporting citizens, service providers, and internal stakeholders.
The ideal candidate will possess strong business analysis expertise within Agile environments, proven experience in Health and Social Services programs, and hands-on exposure to Salesforce CRM and/or Health Cloud implementations.
This role requires a strategic and detail-oriented professional capable of leading requirements gathering sessions, documenting business and technical requirements, supporting testing activities, and collaborating with cross-functional teams to deliver scalable enterprise solutions.
Mandatory Requirements (M1–M5)M1 – Communication Skills- Excellent written and spoken English communication skills are mandatory.
- Ability to communicate effectively with executive stakeholders, technical teams, business users, and external vendors.
M2 – Education- Bachelor’s Degree in Business Administration, Computer Science, Information Technology, or a related discipline.
- Equivalent combinations of education and relevant professional experience may also be considered.
M3 – IM/IT Experience- Minimum 10+ years of demonstrated Information Management / Information Technology (IM/IT) experience.
- Proven experience working on enterprise-scale business and technology transformation initiatives.
M4 – Agile Business Analysis Experience- Minimum 5 years of Business Analysis experience working within Agile delivery environments.
- Experience participating in Agile ceremonies including sprint planning, backlog grooming, retrospectives, and daily stand-ups.
M5 – Senior Business Systems Analysis Experience- Minimum 5 years of Senior Business Systems Analyst experience within the last 7 years.
- Experience must include:
- Requirements elicitation and analysis
- Solution design support
- Functional and non-functional documentation
- Testing support and validation
- User training and knowledge transfer
Scored Requirements (S1–S7)S1 – Social Services / Case & Care Management Experience- Experience performing business analysis for Health, Social Services, Disability Support Services, or Case and Care Management systems.
- Experience working with citizen-centric service delivery programs is highly preferred.
S2 – Requirements Gathering & Stakeholder Facilitation- Extensive experience facilitating workshops, discovery sessions, and stakeholder meetings.
- Ability to:
- Elicit functional and non-functional requirements
- Analyze business processes, decision flows, and information requirements
- Translate business needs into detailed technical specifications
- Prepare process maps, user stories, workflows, and business models
S3 – Testing & Requirements Validation- Proven experience validating requirements through testing activities including:
- Requirements Traceability Matrix (RTM) creation and maintenance
- Test strategy support
- Test case design and execution
- UAT coordination
- Test data preparation
- Defect tracking and resolution support
S4 – Professional Certifications- Current professional certification(s) such as:
- IIBA (CBAP, CCBA, ECBA)
- SAFe
- Agile Certifications
- Scrum Certifications
- Salesforce Certifications

S5 – Agile Tools & Collaboration Platforms- Hands-on experience with:
- Jira
- Confluence
- Azure DevOps
- Agile project delivery methodologies
- Experience managing product backlogs, sprint artifacts, and Agile documentation.
S6 – Health and/or Social Services Experience- Experience working with HealthCare, Social Development, Disability Services, Human Services, or Public Sector programs.
- Familiarity with regulatory and privacy requirements within Health/Social Services environments is considered an asset.
S7 – Salesforce CRM / Health Cloud Experience- Experience working with:
