Job Title: Data Architect/Modeller - Senior

Job Location: Toronto, Ontario (Onsite)

Contract Duration: 250 Days (Potential Extension)


Job Description:


Must haves:

  • Experience with Identity and Access Management products or initiatives strongly preferred.
  • Minimum 5 years of experience as a Data Architect, Data Specialist, or equivalent role in complex, multi‑system environments
  • Demonstrated experience with legacy data discovery, data profiling, and data quality assessment
  • Proven experience developing source‑to‑target data mappings for migration to modern platforms
  • Strong understanding of conceptual, logical, and physical data models
  • Hands‑on experience with SQL and at least one data profiling/quality tool (e.g., Informatica, Talend, Collibra, Great Expectations)
  • Experience working with health data, identity data, or related standards (HL7 v2/FHIR, provider registries, identity assurance concepts)
  • Ability to translate business concepts into precise data definitions and mappings
  • Strong analytical, documentation, and communication skills
  • Experience collaborating with cross‑functional teams (architecture, integration, governance, security)


The Data Architect is responsible for leading the discovery, assessment, mapping, and readiness of legacy identity, credential, provider, organization, and device data required for the Provincial IAA modernization program. Working closely with business analysts, architects, integration teams, and system owners, the role ensures that all data required for the new solution is accurate, complete, consistent, and aligned with governance, privacy, and security expectations. The Data Architect will play a central role in defining how legacy data is understood, transformed, and migrated to support secure and scalable IAA operations.


Responsibilities:

  • Lead structured discovery and documentation of legacy identity, access, credential, provider, organization, and device data
  • Develop current‑state data inventories, dictionaries, and conceptual data diagrams
  • Conduct data profiling and quality assessments to identify gaps, risks, and remediation needs
  • Define data quality rules, acceptance thresholds, and readiness criteria
  • Develop detailed source‑to‑target mappings aligned with the new solution’s data model
  • Identify required transformations, standardizations, and enrichments
  • Support development of migration strategy, sequencing, and validation approaches
  • Collaborate with integration teams to clarify payloads, field definitions, and validation rules
  • Participate in testing and validation of migrated data
  • Produce high‑quality documentation for technical and business stakeholders
  • Align work with data governance, privacy, and security requirements
  • Present findings, risks, and recommendations to program leadership


Desired Skills:

  • Experience with Identity and Access Management (IAM) or Identity Governance & Administration (IGA)
  • Familiarity with SAML, OAuth, OIDC, or federation concepts
  • Experience with device identity, certificates, or credential data
  • Experience working in government or large public‑sector digital programs
  • Knowledge of master data management (MDM) concepts
  • Experience with modern integration platforms (Mulesoft, Boomi, Informatica Cloud)
  • Exposure to cloud‑based data platforms (Azure, AWS, GCP)


Deliverables:

  • Legacy data assessment - Deliver a legacy data assessment, with an inventory of legacy data sources, structures, and dependencies relevant to migration.
  • Data quality assessment – Evaluate completeness, accuracy, duplication, and integrity issues in source data.
  • Data mapping specifications – define detailed source-to-target mappings between legacy systems and the logical future -state data model.
  • Data transformation rules – document cleansing, normalization, and transformation logic required during migration.
  • Migration data sets preparation – support verification of migrated data against source records to confirm accuracy and completeness.
  • Migration support for testing – provide data expertise and data sets to support integration, system, and UAT testing.
  • Detailed data requirements support – contribute to detailed functional requirements and acceptance criteria where data structures, attributes, or data flows must be defined.
  • Support development of logical data model for target solution and mapping of it to SaaS data model, identifying gaps to be addressed.
  • Support data migration planning and transition activities.


Evaluation Criteria:

  • 5+ years as Data Architect/Data Specialist in multi‑system environments; experience with health or identity programs 20 Points
  • Demonstrated ability to analyze legacy systems, perform profiling, assess data quality, and document findings 15 Points
  • Experience developing source‑to‑target mappings, defining transformations, and supporting migration activities 20 Points
  • Understanding of HL7, FHIR, provider registries, identity assurance, IAM/IGA concepts 10 Points
  • Ability to work with conceptual/logical/physical models; strong ER modelling skills 10 Points
  • SQL, profiling tools, analytics tools, integration/mapping tools 10 Points
  • Ability to produce clear documentation, present findings, and collaborate with stakeholders 10 Points
  • Understanding of data governance, privacy, and security requirements in healthcare 5 Points
