The role

We are looking for a Manager, Governance within NRC’s Industry and Innovation Division (IID), supporting the Industrial Research Assistance Program (IRAP), the National Program Office (NPO) and Business and International Innovation (BII). The Manager, Governance would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.

Under the leadership of the Director for Planning and Governance, the Manager, Governance manages the team responsible for IID’s senior governance framework, including:

  • Board and committee operations – for both internal management and external advisory functions;
  • Strategic management, including effective forward planning, agenda design and coordination, continuous improvement and alignment with NRC and IID strategy;
  • Member relations and recruitment;
  • Document and policy management; and,
  • Conflict of Interest.

The Manager, Governance supervises a team of resources but also directly supports team deliverables. The Manager will be expected to conduct analysis, prepare reports and provide advice.

As a supervisor, the Manager, Governance:

  • provides strategic leadership that enables informed decision making and promotes continuous improvement;
  • prioritizes work; defines goals, priorities, and plans;
  • uses project management processes to monitor project performance and ensure project milestones and deliverables are met on time and within the assigned budget;
  • ensures project performance and outcomes are communicated effectively to the team;
  • directs the planning to ensure that the program or project has sufficient human resources, skills or competencies, equipment and facilities (within budget) to achieve objectives or outcomes;
  • leads performance planning and review of personnel and makes recommendations to the Director regarding training and development, promotions, pay increases and other human resource actions as necessary to achieve objectives;
  • creates a climate that fosters collaboration, innovation, creativity and communication;
  • provides resources and/or program delivery leadership on behalf of NRC in enabling large, complex, multi-organization projects and programs; and,
  • acts as a trusted advisor to the IID leadership team.

Screening criteria

Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates:

Education

University degree in science, engineering, business/public administration, law, political sciences, economics, international relations or in another field that is relevant to the duties of this position.

Candidates holding the Governance Professionals of Canada designation (GPC.D) may be given preference.

Experience

  • Recent* and significant** experience in corporate governance. Specifically, the strategic and administrative operation of senior management committees and/or external Boards and committees.
  • Recent* and significant** experience in providing verbal and written strategic advice and recommendations to senior management (Director General level and above).
  • Recent* experience working in a complex environment, serving a number of internal and external clients and interacting with multiple stakeholders from government and the private sector.
  • Recent* experience applying general project management principles and practices.

Asset Criteria:

  • Experience in managing staff and budgets.
  • Experience delivering Conflict of Interest policies and processes in the Government of Canada.
  • Experience in the field of Government of Canada Grants and Contributions (Gs&Cs).

* Recent is defined as within the last five (5) years.

** Significant experience is defined as having the depth and breadth of experience that would normally have been gained performing the duties over a period of three (3) years or more.

For a Reliability Status, verification of background information over a period of 5 years is required.

Compensation

This position is classified as a Research Council Officer (RCO), a group that is unique to the NRC. Candidates are remunerated based on their expertise, outcomes and impacts of their previous work experience relative to the requirements of the level. The salary scale for this group is vast, from $64,739 to $183,010 per annum, which permits for employees of all levels from new graduates to world renowned experts to be fairly compensated for their contributions.

NOTE: Please note that the full RO/RCO salary scale has five levels. Salary determination will be based on a review of the candidate’s expertise, outcomes and impacts of their previous work experience relative to the requirements of the level. As such, the initial salary could be within another level of the RO/RCO salary scale (or below the intended level for this position).

In addition, the incumbent will receive the Bilingualism Bonus of $800 per year.
