Child and Family Support Services Manager Company The swiya of the shíshálh people lies between Queens Reach in Jervis Inlet and Howe Sound on the south coast of British Columbia. Historically there were four main settlements at kalpilin (Pender Harbour), ts’unay (Deserted Bay), xenichen (Jervis Inlet) and tewankw near Porpoise Bay. shíshálh Nation is committed to innovation in program and service delivery designed to assist our members and community to achieve greater independence, wellness and self‑sufficiency. Foundational to our shared work is the protection, promotion and practice of shíshálh culture, language and laws within our swiya.

Under the direction of the Community Member Services (CMS) Division Manager, the Child and Family Support Services Manager will oversee the planning, organization, development, publicity, and evaluation of Child and Family Services programs. As a new department within the Community Member Services Division, this role will also oversee the integration of existing and new programs, ensuring coordinated, culturally grounded and compassionate services for shíshálh children and families. The position plays a key role in developing team capacity, coordinating with other departments and external partners, and ensuring compliance with applicable provincial and federal funding agreements.

This position will also perform supervisory, administrative and professional duties in the operation of the shíshálh Nation (“Nation”). You will work collaboratively with the Health, Wellness and Social Development Managers and provide support to their teams as needed.

The Candidate:

Provide leadership to improve performance and enhance the quality of the work environment in the Child and Family Support Services Department.

Utilize knowledge and abilities in leadership based on a shared vision when planning and implementing programs and policies.

Facilitate and employ a team approach; valuing team members, encouraging full participation, modelling respectful communication and showing staff appreciation. Seek feedback from the team and provide feedback as needed.

Establish and maintain effective relationships.

Collaborate with administration, health, wellness staff and social development staff, community‑based service teams, and external partners such as MCFD to provide holistic, coordinated, relationship and family‑centred child and family support service delivery.

Effectively recruit and retain qualified staff.

Under the direction of the Division Manager, provide effective supervision to staff. Understand the roles and functions of establishing standards, monitoring people and processes to maintain standards, assisting staff to reflect on practice and work performance, and providing guidance.

Mentor and coach staff to promote professional development, including strengthening relational practice, conflict resolution, and culturally safe engagement with families.

Assist with preparing financial statements, budgets, financial reports, special analysis and information reports.

Ensure efficient and effective financial management of Child and Family Services programs and services.

Assist with developing a budget within forecasted revenues, using a structured budget preparation process.

Plan, implement and evaluate policies and programs based on evidence and relevance to community health needs.

Provide leadership in program development, implementation and evaluation, maximizing available resources.

Collect, assess, analyze and apply information, including data, facts, concepts and theories, using them to manage both projects and systems.

Under the direction of the Division Manager, manage the day-to-day operations of the Child and Family Services Department. Ensure staff are working within their scope of practice, role and responsibilities.

Ensure program reporting and deliverables under relevant funding agreements are met, including documentation, outcomes tracking, and timely submission of required reports.

Perform a range of communications activities with individuals, families, groups, communities, staff, colleagues, and internal and external programs and organizations. Use effective and culturally safe communication approaches.

Represent the department in interagency and partnership meetings related to child and family services and support, advocating for shíshálh Nation priorities and approaches.

Perform other duties within the scope of the position.

Qualifications, Skills and Abilities:

A Bachelor’s Degree in Social Work, Child and Youth Care, Counselling, or another relevant human services field is preferred; a Master’s degree is considered an asset.

Minimum of 3–5 years of progressively responsible experience managing programs and services that support children, youth, and families, including staff supervision, budgeting, and reporting.

A combination of education, training, and experience equivalent to the above will be considered.

Demonstrated knowledge of First Nations child and family well‑being, prevention, and family support programs, including an understanding of applicable provincial and federal frameworks.

Proven ability to lead and motivate staff; to plan, organize, and evaluate work activities and program outcomes.

Demonstrated knowledge of budgeting and reporting requirements.

Strong computer skills with proficiency in Windows, Microsoft Suite, and a willingness to learn new software programs.

Experience working with Electronic Medical Records (EMR) or Case Management software is an asset.

Excellent interpersonal skills with demonstrated ability to establish and maintain effective and respectful working relationships with families, community members, colleagues, management, and external partners.

Exceptional communication skills, both written and verbal, including the ability to prepare clear and accurate reports, correspondence, and presentations.

Strong organizational and time‑management skills with the ability to balance multiple priorities and meet deadlines.

Ability to exercise sound judgment, discretion, and diplomacy in dealing with sensitive and confidential matters.

Demonstrated ability to work independently, to show initiative, and to manage competing demands under pressure.

Supervisory and/or Project Management experience is an asset.

Strict confidentiality is required. Must be respectful of the privacy and dignity of children, youth, and families engaged with Nation programs and services.

High level of initiative and self‑direction.

Acceptable Criminal Record Check with Vulnerable Sector Search.

Valid Driver's License (Class 4 desirable).

Doctor’s Medical Fitness Note (fit for work).
