What are your contributions to the team? The Director, IT Procurement & Contract Management provides executive leadership for end-to-end IT procurement, strategic sourcing, and contract lifecycle management in a complex and highly dynamic environment. This role is accountable for developing and executing multi-year category strategies across software (SaaS/on-prem), cloud and infrastructure services, telecom, end-user devices, cybersecurity, professional services, and managed services—ensuring value creation, cost optimization, risk mitigation, and continuity of critical services.

The position emphasizes strategic sourcing, major vendor partnerships, complex negotiations, and strong contract governance (from intake and competitive events through execution, renewals, obligations, and performance). This role provides direction, oversight, and executive-level stakeholder management on high-impact initiatives.

Responsibilities

Provide direction by making decisions and driving alignment; build effective teams by creating a common purpose, making talent a priority, recognizing people doing the right things, and developing others to make them stronger—while driving success through focus on execution, accountability, and achieving outstanding results.

Lead and develop a high-performing team focused on strategic sourcing, contract lifecycle management (CLM), vendor performance management, and procurement process excellence.

Define and implement category strategies (e.g., SaaS, cloud/IaaS/PaaS, telecom, infrastructure, end-user devices, cybersecurity, professional & managed services) to achieve lowest total cost of ownership while meeting availability, resilience, and compliance requirements.

Lead strategic sourcing initiatives, including market analysis, competitive events (RFI/RFP/RFQ), supplier evaluation and selection, and vendor rationalization to reduce complexity and improve commercial and operational outcomes.

Oversee high-value, complex negotiations and contract development, improving terms such as pricing and licensing models, SLAs/CSLs, service credits, liability and indemnities, audit rights, data protection and cybersecurity requirements, IP ownership, subcontracting controls, termination and step-in rights, and renewal/price protections—while mitigating vendor lock-in and ensuring workable exit plans.

Build and maintain strategic relationships with key technology partners and service providers, establishing governance models (QBR/MBR), escalation paths, and joint roadmaps to drive performance, innovation, and continuous improvement.

Champion vendor and contractual risk management, including assessment of cybersecurity and privacy risk, regulatory requirements, financial viability, concentration risk, business continuity/DR posture, and third-party/subprocessor exposures.

Drive measurable value creation—cost savings and cost avoidance—through negotiation strategy, demand management, software asset management (SAM) and license optimization, cloud/telecom consumption governance (FinOps), and value engineering with stakeholders.

Develop and lead the enterprise IT procurement and contract management strategy aligned with the IT roadmap, digital transformation priorities, cybersecurity requirements, and financial targets.

Establish and monitor key performance indicators (KPIs) for IT procurement impact (e.g., savings/value, contract cycle time, renewal governance, supplier performance, compliance to contracting standards, and risk reduction), and communicate results to leadership.

How to thrive in this role?

Bachelor’s degree in Business, Supply Chain, Finance, Law, Information Systems, or related field required; MBA, JD, or advanced degree considered an asset.

Twelve (12) years or more of progressive procurement, strategic sourcing, and/or commercial experience, including significant IT category scope (software, cloud, telecom, infrastructure, cybersecurity, and IT services) with demonstrated, quantifiable value creation beyond price (savings, cost avoidance, risk reduction, and/or service improvements).

Five (5) years or more in leadership roles with direct accountability for strategic sourcing, contracting, and vendor management for high-value technology spend.

Demonstrated people leadership capability to make decisions and drive alignment, showing accountability, focus on execution, and achieving outstanding results.

Ability to define and communicate multi-year IT category strategies aligned with the IT roadmap (e.g., can present a category strategy deck/roadmap, key value levers, and stakeholder alignment approach).

Proven track record leading complex vendor negotiations and contract outcomes with measurable value creation (e.g., SaaS/subscription terms, SLAs/XLAs, liability, audit rights, data privacy and security terms, IP, exit/transition provisions, price protections, and renewal strategy).

Strong understanding of IT commercial models and cost drivers, including SaaS licensing and metrics, cloud consumption and FinOps practices, managed services pricing, telecom rate structures, and professional services/SOW governance.

Strategic mindset with the ability to translate business and IT objectives into category strategies, sourcing roadmaps, and executable contract and renewal plans.

Exceptional negotiation, influencing, and stakeholder management skills across executives, IT leadership, cybersecurity, legal, finance, and suppliers.

Knowledge of software licensing and software asset management (SAM) and/or cloud financial management (FinOps) to support license compliance, consumption controls, and ongoing cost optimization.

Must demonstrate competence across the five Bombardier leadership competencies (building effective teams, leading change, providing direction, driving for success, and engendering confidence and trust).

Must be fluid in French and English.

Must be able to work on-site in Montreal at least three days per week, sometimes more, as per the applicable policy or practice. Up to 10% of calendar year may be required for business travel to liaise with key suppliers.
