Reporting to : Senior Manager, Labour and Employee Relations

The Labour Relations Officer will provide senior level professional advice and assistance with respect to labour relations matters for all bargaining units. Under the direction of the Senior Manager Labour and Employee Relations, the Labour Relations Officer assists in promoting collaborative, harmonious relations between the Board and its employees through the negotiation, administration, and interpretation of the Board's Collective and Working Conditions agreements, the School Board's Collective Bargaining Act, the Labour Relations Act, and any other related employment legislation within a large multi-union environment. The incumbent will demonstrate timely, fair and objective investigation processes, including the resolution of issues and concerns with internal and external partners. Further, the Labour Relations Officer assists in the implementation and monitoring of the Board's Pay Equity plans and assists with the Board's job evaluation programs.

Duties include but are not limited to :

Ensure the delivery of prompt and accurate workplace investigations related to performance, misconduct, harassment, discrimination and child protection complaints :

  • Draft questions and participate in the fact-finding meetings / investigations for all employee groups;

Draft and edit reports, recommend resolutions, and communicate findings relating to the workplace to senior management.

Prepare for and attend grievances, mediations, and arbitration proceedings and hearings :

  • Ensure all matters are fully researched, responses are prepared and issued within prescribed timelines;
  • Provide assistance to the Senior Manager, Labour and Employee Relations on external complaints such as Human Rights, Pay Equity and Ministry of Labour.

    Assist in the administration and interpretations of the various collective agreements and terms of conditions agreements.

    Assist in the implementation of the Board's Attendance Support Policy and Disability Management policy / procedures.

    Assist the Senior Manager, Labour and Employee Relations with other activities in the Human Resources Department as needed, such as providing support in the collective agreement bargaining process by assisting with the development of proposals and counter proposals.

    Coordinates the Board's job evaluation program including acting as a member of the various job evaluation committees :

    Gather all relevant information related to job evaluation and analyze the information.

    Act as Management Co-Chair on the JE Committees and prepare recommendations to Senior Administration.

    Assist in the implementation and monitoring of the Board's Pay Equity Plans :

    Conduct market or external research on topics such as compensation, pay equity / job evaluation

    Prepare recommendations to Senior Mgmt.

    Demonstrate proficiency in MS Office Suite (Word, Excel, Outlook) and Human Resource Information Systems (HRIS).

    Develop and deliver training programs to staff within the organization.

    Qualifications :

    University Degree in Labour Relations, Human Resources Management or equivalent.

    3-5 years of labour relations / Human Resources experience in a unionized environment

    Demonstrated knowledge of labour relations, grievance and arbitration process, negotiations and employment legislation labour (Labour Relations Act, Employment Standards Act, Ontario Human Rights Code, Occupational Health & Safety Act, Education Act)

    Excellent communication, interviewing, investigation and negotiation skills with the ability to communicate and explain complex situations and effectively influence outcomes.

    Demonstrated ability to compile and analyze data, present data in a meaningful manner; and submit clear, concise and timely reports

    Ability to manage multiple competing priorities.

    Flexible, self-directed and able to work effectively with minimal supervision.

    Previous experience within the education sector would be considered an asset.

    Preference given to Certified Human Resources Professional Designation (CHRP) or working towards Certified Human Resources Leadership Designation (CHRL) or working towards.
