Responsibilities

  • Develops and implements detailed plans and recommends policies regarding program specific requirements. Supports the Division’s workforce strategy and monitors employer of choice performance metrics.
  • Manages, motivates and trains the units staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Manages the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.
  • Oversees and ensures the successful investigation and resolution of complaints including complex systemic issues. Ensures that all elements of the complaint resolution process are aligned and carried out in accordance with office standards, including quality, timeliness and outcome of cases.
  • Provides leadership and guidance to all staff who handle cases and directs case management support. Reviews and / or prepares investigation plans, gathers evidence, interviews, analyzes and prepares reports.
  • Leads and manages investigations and meetings, assigning and monitoring work to ensure that assignments are completed in a timely manner and in accordance with divisional policies and procedures.
  • Develops, recommends and administers the annual budget for the unit, and ensures that the unit’s expenditures are controlled and maintained within approved budget limitations.
  • Develops and guides a strategically focused, customer service centred workforce development strategy for the Division and oversees its execution.
  • Works closely with the General Manager, Directors and Corporate People & Equity to ensure the Division effectively and efficiently manages talent strategies.
  • Provides strategic leadership to grow the Division’s relationships with partners and alliances, specifically with learning and certifying institutions.
  • Collaborate with Corporate Employee Relations to administer collective agreements and ensures consistent application of policies, procedures, and legislative requirements across the Division to all levels of staff.
  • Provides high quality customer service through improvement strategies including communication, training, education, technological improvement, best practices and quality control programs.
  • Cultivates organizational leadership by liaising with others, including directors, operational management and unit staff.
  • Manages the Divisions' learning and development needs through assessment, design, development, delivery, coordination and evaluation, incorporating adult learning principles.
  • Ensures Divisional compliance with legislative training and accreditation requirements and maintain collaborative partnerships with other municipalities, ministries, and colleges on training-related matters.Participates in negotiations with Provincial Ministries on matters related to training and legislative requirements as well union negotiations related to divisional workforce planning initiatives and training and development i.e. apprenticeship programs etc.
  • Participates in confidential re-structuring, re-organization and management change initiatives to develop an organization that supports and is conducive to a high level of performance.
  • Ensures the efficient utilization and development of human resources and labour relations activities including health and safety issues.
  • Provides strategic leadership related to health and safety for the Division, in a manner that ensures competence, integrity and effective and efficient compliance with all health and safety requirements and initiatives.
  • Develops policies and provides leadership and support in the development, implementation and evaluation of policies, strategies and program recommendations.
  • Manages the development of scheduling policies and procedures, ensuring fair and equitable implementation and compliance with collective agreements, labour laws, and other relevant legislation.
  • Provides expert strategic workforce planning knowledge, advice, executive-level support and professional judgement on performance management and employee-related issues for the Divisions' senior management team. Coaches managers on performance management.
  • Partners and consults with the People & Equity Division, regarding recall / layoff for Local 416 and 79 employees. Attends collective bargaining related to division specific issues.
  • Manages the Divisions' complement and the distribution of staff resources to meet divisional strategic objectives within Corporate Financial Planning and Human Resources Organizational Management guidelines.
  • Plans, develops and implements new or enhanced divisional technological systems including Time, Attendance and Scheduling applications (Kronos / eTime), Volunteer Management and Donations Systems (Salesforce) and interfaces to corporate systems such as Learning Systems (ELI), ensuring best practices are applied in the areas of training, communication, operational requirements and compliance.
  • Ensures the Division and its programs remain in compliance with legislative and corporate requirements such as Ministry of Labour Health and Safety training and the Accessibility of Ontario with Disabilities Act.
  • Initiates, develops, implements and / or participates in divisional initiatives such as but not limited to staff development, succession planning, employee recognition and workforce surveys
  • Partners with Corporate Employee and Labour Relations to advise on and administer collective agreements, while providing guidance on policies, procedures, and legislative requirements to ensure consistent and timely compliance across the division.
  • Manages the division's complement and the distribution of staff resources to meet divisional strategic objectives within Corporate Financial Planning and Human Resources Organizational Management guidelines.

Key Qualifications :

  • Post secondary education in a discipline pertinent to the job function, such as employee / labour relations, industrial relations, human resources, or a combination of relevant education and experience.
  • Considerable experience conducting workplace investigations in a unionized environment including conducting investigation meetings, preparing investigation reports, and a trauma-informed approach to investigations, or experience in human resources, in particular payroll, recruitment, scheduling, health and safety and training and learning.
  • Highly developed human relations skills to build consensus and trust with multiple stakeholders, establish effective working relationships and collaborative work approaches with employees, senior management staff, People and Equity and external parties
  • Experience in Occupational Health and Safety legislation, policies and compliance.
  • Considerable experience in motivating, leading, training and managing staff in a fast-paced environment, promote and foster effective teamwork and establish excellence in a customer service oriented environment.
  • Experience in preparation of staffing budgets and complement control.
  • Knowledge of Local 416, Local 79 Full Time unit B and Recreation Worker Collective Agreements and experience in Labour Disruption Planning.
  • Ability to identify, coordinate and manage competing divisional priorities, multi-task and provide direction on issues management, communications co-ordination and relationship management, including matters.
  • Excellent analytical, interpersonal, negotiation, problem‑solving and conflict resolution skills, with a demonstrated track record of effective, innovative and results‑oriented decision‑making leadership.
  • Ability to produce comprehensive, concise, well written and effective reports and recommendations on corporate, policy and administrative issues
