Job Responsibilities
- Develop line of business sales, bookings, profit, program investment and cash forecasts from ongoing contracts and new business opportunities
- Management of Program Finance functions including forecasting, risk and opportunity management, cash management / working capital, budget preparation, variance analysis, Estimation at Completion (EAC), Basis of Estimate preparation, Earned Value Management Systems (EVMS), contractual reporting, return on investment, audit preparation and program review preparation
- Manage internal and external financial reporting, analysis of results and associated impact to programs and LOB
- Oversee linearity of activities and forecasting, tracks cost-down initiatives across the programs and LOB
- Support proposal preparations for Line of Business programs including Bid-No Bid requirements, cost estimating, pricing, Request for Proposal review, risk mitigation and negotiation
- Support negotiations with the government, industry prime contractors and foreign customers
- Establish, develop, and maintain effective business relationships with, and serve as point of contact with, internal, government, commercial foreign and domestic customers
- Assure soundness of analysis, good business judgment, compliance with policies and procedures, adequacy of results, and that all costs and reasonable fees have been provided for.
- Ensure GAAP, CAS, IFRS, SOX, and corporate policies guiding revenue recognition are adhered to on every contract and properly reflected in LOB plans and forecasts
- Oversee the continuous improvement of Program Finance processes while also enforcing adherence and the application of tailoring processes to satisfy program and contractual requirements
- Provide leadership and guidance for the Program Finance team members while managing performance and fostering their individual professional growth
- Manage the recruitment, orientation, and training of new Program Finance staff
What you require to be successful in the role :
- Possession of bachelor’s degree in Business, Finance, Accounting or related field from a recognized post secondary institution or an equivalent combination of education and experience
- A Master’s degree is considered an asset
- A minimum of ten (10) years of experience in program finance
- Strong grasp of accounting principles and an in-depth working knowledge of the Cost Accounting Standards, Sarbanes-Oxley, and International Financial Reporting Standards
- Understand advanced financial analysis principles and have financial analysis skills
- Effective leadership and management skills particularly with influence management and conflict resolution
- Superior problem-solving, critical thinking, negotiation, interpersonal, communication (both oral and written) and presentation skills are required
